Position: Project Officer for Food Security & Livelihood (Food for the Hungry)__Deadline:14-March

Food for the Hungry is an International Christian Humanitarian Organization ending all forms of human poverty by providing life-changing development programs, disaster relief, and advocacy. In 1990, Food for the Hungry (FH) began working in Cambodia by providing relief and aid to those living in refugee camps during the civil war. In 1992, FH Cambodia started to partner with poor communities in the Kampot Province to improve living conditions, and later expanded into northern Cambodia. Since then, it has focused efforts on community development and other areas of need to improve living conditions.

Food for the hungry Cambodia is seeking for One (01) qualified Cambodian candidate to fill in the position of Project Officer for Food Security & Livelihood based in Puok District, Siem Reap Province.

The Purpose of Position:
The Project Officer for Food Security & Livelihood facilitates the development and effective implementation of sustainable Food Security & Livelihood and strategies to impact the lives of the most vulnerable people including children/youth and people with disability in the community. H/She ensures that these are developed and implemented in accordance with FH Transformational Development framework and based on the capacity, needs and priorities of the communities. H/She builds the capacity of the farmers to use the new methods and techniques whichever is applicable in their context and can build a sustainable source of household’s income.

Key result#1: Project Development, Implementation and Coordination
  • Facilitates community-owned contextualized interventions to increase agricultural productivity and income of the farmers, adapting and building resilience to climate change, and enhance diversification of household diet in the community.
  • Ensures the inclusion of youth in priorities, effective and efficient implementation of overall village activities in support of Village Development Plans (VDP).
  • Conducts and facilitates capacity building of Agriculture Volunteers (HGV-As), Village Animal Health Workers (VAHWs) and youth to increase their technical knowledge on livelihood practices in communities and market value chain.
  • Helps improve the facilitation skills of extension agents/actors (HGV-As and VAHWs) through continuous training, coaching, and mentoring to be change agents in their communities.
  • Facilitate cross learning among HGV-As/VAHWs and externally to establish a learning space to enhance their skills and expand their experiences.
  • Creates linkages to savings, education and WASH towards better integration and support to VDP.
  • Builds and maintain good relationships with community participants and local authorities and other local organizations such as churches, community structures, other NGOs, etc. in the project.
Key Result #2: Budget Planning, Monitoring and Evaluation
  • Participates in budget planning together with Area Program Manager to ensure that the budget is allocated contributes to the desired output to achieve the outcome of the project.
  • Monitors and track the budget expenditure of the project and report to Area Program Manager for every cash flow transaction.
  • Makes cash advance, settlement, or disbursement for project expenditures for activities in accordance with finance policy.
  • Works alongside with project manager and other level staff to prepare monthly, quarterly, and annual reports as part of M&E process, donor, and government requirement standards.
  • Performs other tasks as requested by the supervisor.
Key Result #3: Staff Management, Development and Security
  • Models’ leadership and develops leadership potential and walking closely with another sector project officer.
  • Provide timely mentoring, coaching and encouragement to the Savings Facilitator who directly report to him/her.
  • Adheres to the Code of Conduct, FH Cambodia Policies (Personnel, Finance, IT, Security, Protection) and reports any deviation to supervisor and HR for appropriate actions.
  • Joins learning with Staff capacity building training course provided by FH for self-development and to make the project work running smoothly.

  • At least 2 years of experience working with rural development activities, poor community and food security and Livelihood development or similar position that related work developing.
  • Strong commitment to see behavior changed happening in the whole community on food security & livelihood development.
  • Good oral and written communication skills both Khmer & English language.
  • Openness and creativity and showing a respect for and willingness to learn from community and FH Cambodia.
  • Knowledge of computer skills with Microsoft Office.
  • Facilitation, training, and coaching skills.
  • Flexible and good at as Team work.
  • Strong commitment and willingness to work & traveling in the rural remote area.
  • Strong communication skills, community mobilization and professional experience in community livelihood projects.
Education Experience:
  • Bachelor’s degree of Agriculture Science or Rural Development a relevant field preferred.
  • Experience working in community in livelihood project implementation is preferred.
Supervisor Responsibilities: This position directly supervises staff. Carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, and training employees, planning, assigning, and directing work, appraising performance, rewarding, and disciplining employees, addressing complaints, resolving problems, etc.
Language: Proficiency in Khmer and English. Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or government regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.
 
Safeguarding Policy:
  • Promote the prevention of sexual misconduct, sexual exploitation, abuse, harassment, trafficking, shaming, bullying, or any type of harm among communities, program participants, team members and partners.
  • Facilitate Safeguarding messaging with communities, program participants, team members and partners to raise awareness and promote the reporting of safeguarding issues through Community System for Accountability and Feedback (C-SAFE) and EthicsPoint.
  • Act as a reporting avenue for safeguarding issues, and facilitate relevant resources (safety, security, well-being) to survivors in accordance with organizational policies and procedures.
