Advocacy and Policy Institute (API) is a leading Cambodian capacity building organization in the areas of advocacy, policy influencing, citizen engagement, and good governance. API is a non- profitable, non-governmental organization (NGO) with the mission to serve the long term democratic and social development needs of Cambodia through empowering people to interact with their government to protect their rights and provide for their needs. For 2019 to 2023, API has set its strategic goal "To fulfill rights and enhance voices of citizens for sustainable development in Cambodia", with a focus on empowering women, youth, and disadvantaged groups, namely the poor, people with disabilities, indigenous people, and out of school children to voice their concerns and hold government to account for their decisions and actions at all levels.

API is currently looking for a Cambodian candidate for the position of Senior MEAL Officer to track the progress of the implementation at various levels including technical MEAL tracking and program activity implementation. S/he will work closely with all Program/ Project Teams, and relevant partners to develop and oversee the MEAL framework to ensure the accountability, efficiency, and success of programs, and the organisations as a whole from start to finish. S/he will be responsible for collecting data & monitoring the progress of all project performance indicators to report and record physical progress for the project and organizations, ensuring agreed deliverables are met.

Job Purpose
The Senior MEAL Officer will track the progress of the implementation at various levels including technical MEAL tracking and program activity implementation. S/he will work closely with all Program/ Project Teams, and relevant partners to develop and oversee the MEAL framework to ensure the accountability, efficiency, and success of programs, and the organisations as a whole from start to finish. S/he will be responsible for collecting data & monitoring the progress of all project performance indicators to report and record physical progress for the project and organisations, ensuring agreed deliverables are met.

Key expected results and responsibilities:
With the support from the Senior MEAL & Program Officer and Program/ Project Teams, s/he will support and coordinate the projects teams, partners/stakeholders, to implement the MEAL Framework, and Project Tasks as below:
  • Lead the implementation of API MEAL plan, tools, systems, guidelines, and the digital Monitoring, Evaluation, Accounting, and Learning (MEAL) platform.
  • Support all projects and program teams to conduct on-going day-to-day MEAL activities implementation, including field monitoring, projects reflections, meetings, data collection, data entry, data analysis, improvement of databases systems, storage, to assess, document the on-going progress, challenges, lessons learnt, impacts, and changes of projects implementations.
  • Generate data in preparing MEAL data reports and produce organisation reports for internal and external audiences/donors together with API management and project teams.
  • Generate data to make programmatic, and policy recommendations to support advocacy efforts with the policymakers.
  • Work with consultants and the project teams to conduct baseline, regular project, and organizational monitoring and evaluations, document, on-going documentation, and learning, prepare all technical doc for supporting the mid-term review, end-line/end- of-project evaluations, and related assessments, learning, and reflection activities.
  • Implement other tasks to contribute to achieving the project's goal, and organisation mission.
  • Support capacity development and consultancy programme for business development, service delivery and pitching API M&E-related products such as pitching M&E communities and proposal writing.

Qualification Required:
  • Bachelor’s degree in Database, Social Science, or Statistics.
  • At least 5 years of experience in monitoring and evaluations for CSOs, preferably on local governance, advocacy, and human rights projects.
  • Knowledge of quantitative & qualitative indicators monitoring and documentation and statistic reporting.
  • Knowledge and experience in working with the online M&E system & Tech tools related to M&E, the data management from the App, public dashboard, Windows Excel, and/or Statistical Software (SPSS), or others, data analysis presentation, online survey, and report writing are advantages; proficiency in the use of software packages, computerized system, Microsoft Office including Internet, E-mail, and others.
  • Possession of strong verbal and written communications with internal and external stakeholders both in Khmer and English.
  • Must have very good interpersonal skills, and a proven ability to work well in a cross- cultural teams building.
  • Able to travel and undertake activities in provinces.
  • Demonstrate ability to implement effective multiple tasks with results orientation.
  • A demonstrated strong passion for the project and organisations mission and goal.
