General responsibilities:
The Human Resources Assistant (HRA) is crucial for the smooth functioning of the Human Resources Department, ensuring tasks are completed efficiently. Working under the supervision of the HR Manager, the HR Assistant handles various responsibilities, including managing HR records, assisting in recruitment, providing information and assistance to staff regarding human resources matters, and assisting with insurance claims (both NSSF and private insurances).

The duties outlined below are typical for this role. Incumbents may not necessarily perform all the listed duties and may be required to handle additional or different tasks beyond those specified below to ensure the smooth functioning of the Human Resources Department.
- Administer insurance policies and benefits, and coordinate with all staff and the insurance broker in handling claims. Respond to staff queries related to insurance for both NSSF and private schemes.
- Perform as focal contact for insurance management for both NSSF and all private schemes.
- Track and report monthly timesheet
- Ensure that staff attending both internal and external training have certificates, and update the tracking list accurately and promptly.
- Regularly update and declare staff movements to the insurance companies.
- Manage NPA country office Petty Cash (weekly and monthly cash count), cooperate with Finance Officer and make necessary weekly and monthly cash book record.
- Manage the upkeep of the NPA small library.
- Declare staff movements through regular updates in MoLVT-LACMS and the NSSF database system.
- Maintain and update NPA personnel files, and timely update the staff list.
- Manage and organize other HR-related documents.
- Assist with annual health check-ups by coordinating staff doctor appointments.
- Handle and provide support to the HR Manager in recruitment and selection activities, including contacting advertising agencies for job postings, inviting candidates for interview/tests, and completing recruiting documents.
Required qualifications:
Must have:
- Bachelor’s Degree in Human Resources Management / Business Administration, General Management, Law, English or another related subject or equivalent.
- Proficiency in English and Khmer languages.
- A minimum of 2 years of practical experience in the field of Human Resource management with NGOs
Desirable:
- Knowledge of using online HRIS system, NSSF and MoLVT online platform-(LACMS)
- Some understanding with Cambodia labor law and law on taxation
- Proficient in record-keeping and filing management
- Good time management and organizational skills.
- Ability to meet deadlines and work calmly under pressure with limited supervision.
- Able to handle confidential information appropriately
- Self-motivated, independent and proactive
- Willingness to learn and develop
- Positive attitude with credibility
