Asia Pacific Programme
Working closely with local partners, the Asia-Pacific Programme currently includes a broad range of species and landscape targeted conservation initiatives in Cambodia, Indonesia, Vietnam, and Myanmar, and has country programme offices in Phnom Penh, Jakarta, Hanoi and Yangon. Around 70 projects are being implemented in the region by a team of approximately 200 staff, consultants, volunteers and partner organisations with an annual regional budget of approximately USD 10 million.

Cambodia Programme
Cambodia supports a rich variety of wildlife and habitats, including Asian elephants, Siamese crocodiles, giant ibises, the largest freshwater lake in Southeast Asia, pristine rainforests and important coastal habitats. Fauna & Flora has been working to support biodiversity conservation and sustainable development in Cambodia since 1996, and established a programme office in Phnom Penh in 2000.

Achievements of the Cambodian programme include: conducting the first benchmark surveys of tigers, elephants, Siamese crocodiles and other wildlife in northern, eastern and southwest Cambodia; contributing to the creation of two major protected areas in the Cardamom Mountains; establishing three community-based wetland sanctuaries; training protected area managers in two wildlife sanctuaries; assisting development of national legislation; developing toolkits for addressing human-elephant conflict; helping to establish Cambodia’s first marine protected area; establishing Cambodia’s first Masters of Science course and national reference collections; publishing Cambodia’s first scientific journal, a national field guide to amphibians, and national guidelines for sustainable development in protected areas.

The Opportunity
The Finance Officer will be part of the Fauna & Flora Cambodia Programme Team and work under supervision of the Finance and Administration Manager (FAM). He/she plays a key role in supporting FAM to oversees all financial operations, including budget, forecasting, financial reporting and analysis. He/she is responsible in ensuring healthy internal control procedures and good compliance with accounting and tax regulations.

Job Description
Job Title:    Finance Officer

Reports to:    Finance and Administration Manager

Key working relationships: Finance and Administration department;
Operations Team;
Fauna & Flora Cambodia Programme; Finance UK team;

Key external working relationships: Governments, donors, partners, stakeholders and others

Main Duties: Finance Operations
  • Review requests for all advances and ensure the correctness, completeness, and validity of vouchers and other supporting documents for specific project grants to partners before processing;
  • Prepare all vouchers (payment, receipt and journal documents) from partners before approval by the Finance and Administration Manager to ensure the correct coding to budget lines, budget availability and the completeness of supporting documentation.
  • Ensure day-to-day transactions are entered into accounting system and make any necessary journal adjustments with proper supporting documents.
  • Monthly reconciliation of cashbook / bankbook and all staff advance accounts as well as updating the list of outstanding advances, and the follow up outstanding advance liquidations, particularly focusing on partners’ transactions.
  • Organise internal/external bank transfers and ensure transactions are properly tracked and recorded.
  • Assist the Finance and Administration Manager in handling cash and check transactions whenever necessary.
  • Manage the procurement process of large-scale items including electronics or capital items to ensure compliance with internal policies and procedures, and funder and donor requirements.
  • Coordinate with partners to support the timely receipt, review and approval of all vouchers, along with appropriate supporting documents, in line with FRC budget code.
  • Supports the team to meet the financial reporting requirements and deadlines specified by UK headquarter, donors, and government (related ministries).
  • Supports the timely preparation, review and approval of all monthly project bank account and cash reconciliations.
  • Supports external and internal audit processes when required.
  • Conduct sub-offices monitoring and spot-check.
  • Support in any other tasks requested.

Coordination and Representation
  • Ensure proactive communications to build positive working relationships within the Fauna & Flora team, particularly partners, government officials, donors and others.
  • Maintain professional confidentiality in all tasks and interactions.
  • Effectively share information gathered at external meetings with relevant team members.

Compliance and Ethics
  • Actively promote all FFI safeguarding policies by ensuring staff capacity building, adequate visibility and cooperation with staff implementing all safeguarding structures, corruption and ICT policies of the organization.

Knowledge and experience

·         Bachelor degree or equivalent experience in Finance, Accounting, Logistics operations and others;

·         Recommended a minimum of two years’ experience in NGO or similar environments

·         Experience working at the international agencies or organizations;
