Wishes to engage a contractor to execute the following work:
Construction of Water Quality Monitoring Station
1.    The General Directorate of Natural Protected Area, Ministry of Environment has received a Grant from the Special Fund Mekong Lancang Cooperation Project 2020 toward the cost of Building Resilience of Lower Lancang-Mekong Delta Wetland through Enhancing Sustainable Livelihood, Well-being, and Biodiversity Values of Boeng Preklpouv Protected Landscape, and it intends to apply part of the proceeds of this Grant to payments under the Contract for Constructing of Water Quality Monitoring Station in Boeng  Preklpouv Protected  Landscape, Ta Keo Province.
2.    Construction is scheduled to begin by the end of March 2024 and be completed by the end of September 2024.
3.    Interested qualified eligible contractors are invited to obtain a copy of the bidding documents free of charge from the address given below.
4.    To be considered eligible a contractor must not be under any notice of disbarment issued by the Government.
5.    To be considered qualified a contractor must

1. Have completed at least one contract for constricting similar work in the preceding 3 years (preferably in the inland water site) of a value not less than 50% of the estimate contract price.
2. The proposed works manager must have at least 3 years of experience in the supervision of works of an equivalent nature and size and no less than 1 year as a manager.
3. Submit    documentary    evidence    to    demonstrate    the    bidder’s qualifications.

6.    Quotations must be delivered to the address given below on or before 16:00 on 08th March 2024. Late Quotations will be rejected. Quotations will be opened in public immediately thereafter at the same address in the presence of the Bidder’s representative.
7.    The Employer shall award the Contract to the Bidder whose offer has been determined to be the lowest evaluated quotation and is substantially responsive to the Bidding Documents, provided further that the Bidder is determined to be qualified to perform the Contract satisfactorily.
8.    All quotations must be accompanied by a performance securing declaration as described in the Bidding Documents. Any quotation not accompanied by one will be rejected as non-responsive.

12.    The General Directorate of Natural Protected Area of Ministry of Environment will declare a firm ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by the General Directorate of Natural Protected Area of Ministry of Environment, if it at any time determines that the firm has engaged in corrupt or fraudulent during the procurement and execution of this contract as described in ITB Clause 4.
13.    A complaint may be made by any party at any stage of the procurement process. The procedure is described in Instructions to Bidders, Clause 21 of the Bidding Documents.
