Program Background
The CAPRED Facility is Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next four years, with a possible three-year extension.

The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country’s economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes a resilient, inclusive and sustainable economy (RISE).

CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilient initiatives, and policy support. GEDSI is at the heart of all that CAPRED does.

Project context
Following the achievements of Provincial Investment Plan Study for Piped Water Supply in Cambodia (PIP) in 2020, the Ministry of Industry, Science, Technology, and Innovation (MISTI) will collaborate with CAPRED to update and expand the scope of the study to inform the sector financing and master plan development.

The main objectives of the Inclusive and Resilient PIP study (2024) are:
  • Updating the licensing status and pipe coverage of each village.
  • Mainstreaming Gender Equality, Disability, and Social Inclusion (GEDSI) and climate resilience into the development of the PIP study (2024)
  • Estimating the investment needed to improve the existing infrastructure for existing covered areas and expand to non-covered areas to reach universal access to piped water supply.
  • Conducting financial analysis for return on investment of each designed system and determine appropriate support measures.

Scope of Services
To achieve the above objectives, a Water Infrastructure Technician will conduct the following activities, but not limited to:
  • Conduct field inspection of the water station and pipe network of water operators.
  • Collect, if relevant, or develop as-built drawings of existing water infrastructure including water treatment plant, storage tank, water tower, pipe network, and pumps.
  • Assess the climate risks and sustainability of the water sources and propose recommendations for mitigation.
  • Collect key performance indicators of water supply businesses including infrastructure assets, technical and financial performance, and consumption data in full compliance with privacy and data protection principles.
  • Become familiar with technical calculation modelling template and preparing input data for mapping and technical modelling.
  • Collect GEDSI disaggregated data as assigned from local authorities and other sources.
  • Participate in the relevant studies such as water consumption study, market price quotation of infrastructure costs and operation costs etc.
  • Other tasks to water engineering modelling as assigned.

Location and Duration
  • The role will be based in Phnom Penh with travel to provinces.
  • Up to 60 days will be allocated to conduct the assignments commencing in
  • March 2024 with the final delivery by June 2024.
  • A water engineering specialist is expected to work on five-days per week basis.
  • This job level will offer the daily rate of 75 USD—100 USD per day (gross), based on the competency and working experience of the successful candidate. Per- diems and accommodation policy will be applied for travel to provinces based on CAPRED Operations Manual.

Selection Criteria
Essential:
  • At least an associate degree in engineering, preferably in water engineering, from
  • a reputable university. A bachelor's degree is more preferred.
  • Understand the piped water supply infrastructure engineering design and modelling for both rural and urban areas.
  • Experience in water engineering survey including desktop Google Earth and the fieldwork.
  • Ability to use GPS and Google Earth.
  • Ability to collect GEDSI disaggregated data and key performance indicators of water supply business.
  • Ability to work independently and produce high quality work with minimal supervision.
  • Demonstrate a high-level of teamwork abilities and an aptitude for working in teams in a cross-cultural environment.
  • Solid verbal and written communication skills in English.
  • Have personal laptop.

Desirable:
  • Experience in conducting similar exercise for the macro-level engineering design and modelling.
  • Experience in working with DFAT funded projects.
  • Experience in mainstreaming GEDSI and climate resilience into their work.

This is a short term full-time position with attractive monthly remuneration package being commensurate with qualifications and experience.
