1    Background
1.1    CAPRED
CAPRED is an Australia’s flagship development program in Cambodia and is informed by extensive consultations with key stakeholders in the Royal Government of Cambodia (RGC) and the private sector. Building on a 70-year legacy of Australia’s investment in Cambodia’s economic and human development, CAPRED focuses on three components: Agriculture and Agro-processing; Trade, Investment and Enterprise Development; and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI), Climate Resilient initiatives, and policy support are integrated into all of our activities. GEDSI is at heart of all that CAPRED does.
The CAPRED is funded by the Australian Department of Foreign Affairs and Trade (DFAT) and implemented by Cowater International.

1.2    Collaboration between Cambodian government and Australia
The Cambodian government in the energy sector, namely the Ministry of Mines and Energy (MME), the Electricity Authority of Cambodian (EAC), and the Electricité du Cambodge (EdC) have jointly collaborated with Australia through CAPRED program. This collaboration aims to enhance the technical capacity in managing renewable energy and thus increasing the ability to incorporate more renewable energy sources. This initiative will not only increase climate resilience but also contribute to sustainable economic growth and promote social inclusion in Cambodia.

2    Purpose
The purpose of this request for proposal is to seek a proficient consulting firm to facilitate a study trip to Australia for Cambodian delegates from the MME, EAC, EdC, and CAPRED. The focus of the trip is to gain insights into how Australia maximises the integration of variable renewable energy in its energy mix, and to foster strategic relationships with Australian government agencies, business entities, and academic institutions.

3    Requirements
3.1    Key Tasks and Activities
In close consultation with MME, EAC, EdC, Australian Embassy, and CAPRED;  the supplier is expected to undertake the following tasks:

Preparation and Pre- departure

-       Conduct a physical or an online consultation with Cambodian delegates to identify the specific areas of interest for knowledge and experience sharing from Australia.

-       Incorporate topics on climate risks, climate mitigation and Gender Equality, Disability, and Social Inclusion (GEDSI) into the study trip itinerary.

-       Integrate the socio-cultural activities into the study trip, ensuring the best value for money, to allow Cambodian delegates to appreciate the Australian environment and people.

-       Develop a comprehensive study trip agenda, outlining specific objectives for each visit and a timeline.

-       Identify and secure appointments with suitable host institutions, including the government agencies, businesses, and academia, in Australia which align with the needs of Cambodian delegates.

-       Advise CAPRED’s team and facilitate on logistics arrangement including domestic flights, accommodation, meals, local communication, local transportation, and other relevant logistics.

-       CAPRED’s team will facilitate on travel insurance, health insurance, international flights, visa, travel allowances, Cambodian logistics.

-       Provide Cambodian delegates with a pre-departure verbal orientation including trip itinerary, profiles of host institutions and their focal point, Australian government protocol, local transport plan, and other insights that help prepare the delegates for the trip.

During the study visit

-       Where necessary, moderate/facilitate discussion to enhance for two-way knowledge sharing between the host institutions and Cambodian delegates, with the aim of building long-term strategic relationship.

-       Coordinate local transport, sim card with prepaid internet data, meals arrangement for socio-cultural activities, and liaise with host institutions for the entire trip.

-       Support the Cambodian delegates during any emergency issues.

3.

Post study visit

-       Conduct a feedback survey about the study visit.

-       Write a completion report.


The attached Appendix 1 provides details on the expected number of delegates, tentative schedules, preliminary interests of the delegates, and logistic notes.

4    Qualifications or Specialised knowledge/experience required
This task requires multidisciplinary skillsets, expertise, and experience. The consulting firm or consortium shall have personnels as a team with the following qualifications.
Education:
-    At least a bachelor’s degree or above in electricity engineering, environment, development, or a related field.
Accreditation:
-    A decent firm with a base in Australia.

Technical competencies and Experience:
Essential
  • Have excellent understanding of the protocol required for different levels of government officials and public and private institutions.
  • Have a broad network within energy institutions in Australia.
  • Experience in facilitating study trips to Australia within the energy sector.
  • Demonstrate the ability to develop study trip agenda for the energy sector in Australia.
  • Possess an extensive knowledge in the power system preferably in Cambodia, Australia, or Southeast Asia.
  • Experience in integrating climate resilience and GEDSI in the study visit.
  • Excellent reporting skills and visualising to deliver user-friendly materials.

Other Competencies:
  • Demonstrate integrity and high ethical standards.
  • Display cultural, gender, religion, race, nationality and age sensitivity and adaptability.
  • Treat all people fairly without favouritism.
  • Fulfil obligations to GEDSI sensitivity and zero tolerance for sexual harassment.

5.    Evaluation
CAPRED will use an objective and reliable process to evaluate each proposal. The proposals and responses will be evaluated based on (in no particular order):
a.    Compliance with this Request for Proposals (RFP).
b.    Understanding of and ability to meet the requirements and deadlines as specified.
c.    Supplier expertise and experience with delivery of similar projects.
d.    Expertise of individuals and overall team nominated to deliver the services. CAPRED reserves the right to reject any individual being proposed and to ask the supplier to provide an alternative.
e.    Past performance relevant to this RFP (as determined by referee checks).
f.    Relevant examples of previous work.
g.    Proposed fee charged for the services.

Note: While price is a factor, it is more important that the applicant can demonstrate value for money. CAPRED reserves the right to contract more than one supplier for these services and may actively seek to contract more than one supplier to ensure supply of technical services. CAPRED reserves the right to vary the contract terms, and to exercise the option period at its sole discretion.

Due Diligence checks will be conducted on the organisation/s and individuals nominated in the RFP prior to awarding contract/s.

6.    How to Apply
The proposals including the Response Form must be submitted no later than 5 pm (Phnom Penh time), 2 February 2024 by email to procurement@capred.org with “Study trip about the energy to Australia– RFP” in the subject line. Any proposals submitted after this time and date will not be considered.

The applicant is required to submit the Response Form in English language (form provided separately), and with an indication of a daily rate for each task/service as per section C of the Response Form. The rate should include any and all costs to carry out the work in the specified location. In addition to the proposal fee, the applicant should also detail any other relevant assumptions or required terms.
