Oxfam in Cambodia is excited to announce a call for bids to construct innovative toilets for the floating communities’ solutions are provided so that sanitation waste gets treated as not to go directly into the tonle sap river in the picturesque regions of Siem Reap and Battambang. As part of our commitment to sustainable development and environmental conservation, and water treatment. The structures should provide safe and hygienic facilities even during flood events, ensuring access to proper sanitation for residents. Oxfam is seeking experienced constructors to undertake this significant project for toilets to support 142 households (HH).
BACKGROUND AND CONTEXT
2.1. ABOUT THE PROGRAM:
The Capfish/Foster program is a three-and-a-half-year program funded by the European Union Delegation (EUD).
The project focuses on improving the resilience, productivity, and socio-economic conditions of fishing communities as well as the ecological sustainability of the Tonle Sap Biosphere Reserve (TSBR) through community-centred interventions that improve access to safe water and sanitation through sustainable sanitation and water solutions, Water Kiosk (WK)1 and eco-waste management services, enhanced education opportunity and quality for vulnerable and poor girls and boys with increased availability and accessibility to education to successfully transition through school and facilitate the development of sustainable alternative livelihoods.
SCOPE OF WORK
Key Responsibilities:

- Construct toilets that must be designed to float during flood events, ensuring continued functionality and accessibility as well as removability as needed.
- Construct toilets from robust materials capable of withstanding the harsh environmental conditions of the Tonle Sap area, including fluctuating water levels and exposure to sunlight.
- Must have proper ventilation system to maintain air quality and prevent odors.
- The toilet system must meet sanitation standards and ensure proper waste management.
- Preference for eco-friendly and sustainable materials in the construction of the toilets for the floating community to minimize environmental impact.
- At least 6 months for comprehensive maintenance service outlining regular inspection and repair schedules to ensure the longevity and functionality of the toilets for the floating community.
- Encourage community to be involved in the maintenance and upkeep of the floating toilet, fostering a sense of ownership and responsibility after 6 months of service
- Provide training on faecal sludge management after construction to the community.
- The toilet needs to be easily removable if needed.
- Cooperate with Provincial Department of Rural Development to test water from floating toilet to ensure that it does not pollute the river.

PROFILE REQUIREMENTS
The individual(s) or firm should have the following competencies:
Essential criteria for the innovative call for proposal:
- Demonstrable experiences in similar projects, particularly in constructing toilet or eco-friendly sanitation facilities.
- Expertise in working with floating structures and knowledge of environmental regulations.
- Ability to integrate sustainable materials and design practices.
- Prior experience in implementing eco-friendly sanitation solutions preferred.
- Capability to provide warranties and maintenance support post-construction at least 6 months
- Financial capacity to undertake the project as per the proposed timeline and budget.
- Clear demonstration of financial stability and capability to manage project finances efficiently.
