Promotion Potential Explanation: The full performance level is FP-5 (Step 5-14)/FSN-10. If hired at FP-5 (Step 1-4)/FSN-9 level, the incumbent will be promoted to FP-5 (Step 5-14)/FSN-10 upon successful completion of training for a minimum of 52 weeks (one year).

The U.S. Mission in Phnom Penh is seeking eligible and qualified applicants for the position of Public Health Specialist (HMIS) for the Centers for Disease Control and Prevention (CDC)/Cambodia.
For applicants who are USEFMs, the final grade/step for these positions will be determined by Washington DC.
Duties
The incumbent provides technical expertise for Health Management Information Systems (HMIS) strengthening within the context of in-country Global Health Security (GHS) programs supported through Global Health Security funding. The job holder collaborates with U.S. team colleagues, host country Ministry of Health and other GHS partners in the design, development, updating and maintenance of information systems and software that will improve data flow from the sub-national to the national level of the host country. These activities are all geared toward assisting countries in developing well-functioning health information systems. Such systems ensure the production, analysis, dissemination, and use of reliable, timely information on health determinants, health system performance and health status. Due to the highly integrated nature of HMIS in all GHS programmatic decision making, the job holder works very closely with public health colleagues in all GHS-funded CDC programs and is a member of the HMIS and other inter-CDC technical working groups. Job holder is supervised by Public Health Specialist (Antimicrobial Resistance).
Qualifications and Evaluations
Requirements:
EXPERIENCE: Training level: Two (2) years of experience in designing, developing, implementing and maintaining health data information systems to support and evaluate development or health-related program activities is required.
Education Requirements:
Bachelors (BS/BA degree or host country equivalent) in one of the following disciplines is required: Informatics, Information Science, Health Information Management, Computer Science; Computer Engineering, or Information Systems is required.
Evaluations:
LANGUAGE: English and Khmer Level IV (Fluent) Reading/Writing/Speaking are required. (This may be tested.)
