This Life currently operates services and programs in four sections: Children and Families, Communities, Impact Learning and Effectiveness (ILE), Strategic Engagement, and Shared Services.

Section Overview:
The ILE Section aims to translate community voices into new knowledge, which can then be used to inform good practice programming and advocate for positive change. This section is comprised of three programs: Research and Policy (R&P), Monitoring, Evaluation, Accountability & Learning (MEAL), and Capacity and Partnership Development (C&PD). Through research, consultancies, and monitoring and evaluation, ILE provides evidence and data to enhance This Life’s community development efforts as well as to inform policy, create collaborative partnerships, and improve research and programming in Cambodia. While ILE has its own distinct programs and projects, it uniquely intersects with all This Life sections through regular monitoring and evaluation of each This Life program through MEAL. ILE also undertakes community-based research, consultancy and collaboration activities in line with This Life’s commitment to listen to, engage with, and advocate alongside families and communities as they define and act on their own solutions.
Position Role & Responsibilities:
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer role plays a vital part in ensuring the quality and impact of all This Life's programs and contributing to organisational learning and innovation. The position will work in a three-person team that designs and implements research and evaluation projects on education, gender-based violence, child justice and protection, care reform and development issues relevant to This Life's work and consult with external partners and stakeholders. The MEAL Officer will also foster a culture of learning and innovation within This Life and beyond by sharing and disseminating best practices and lessons learned from the data. To succeed in this role, you will need extensive experience in research methodologies, strong analytical and communication skills, and a deep commitment to our mission and values.
Key Responsibilities:
- Design, implement, and manage high-quality research and evaluation activities:
- Lead the development and implementation of data collection tools and analysis methods aligned with program objectives.
- Conduct research studies, including needs assessments, formative research, and impact evaluations, following ethical and methodological standards.
- Analyse both qualitative and quantitative data to answer research questions and draw meaningful conclusions.
- Write research reports in English and Khmer tailored to different audiences.
- Present research findings effectively to diverse stakeholders in Khmer and English.
2. Contribute to organisational learning and capacity building:
- Share best practices and lessons learned from research and evaluation with This Life staff and partners.
- Foster a culture of learning and accountability within This Life and with external partners.
- Prepare and facilitate technical MEAL trainings and workshops for This Life staff and partners.
3. Ensure program quality and impact:
- Monitor and evaluate This Life's programs, ensuring adherence to quality and accountability standards.
- Integrate learning and results from research and evaluation into program design and budgets.
- Develop and drive the research and evaluation agenda for This Life, aligned with organisational strategy and priorities.
4. Collaborate with external partners and stakeholders:
- Facilitate partnerships and collaborations with other organisations working in the development sector.
- Disseminate learning and results from collaborative projects, events, and online activities.
- Market This Life's ability to generate high-quality evidence and impact for education and development in Cambodia.
This position may also require additional tasks at the request of This Life Senior Management Team.
Required Skills & Experience
Required
- Essential:
- University Degree in a relevant field.
- Minimum 3-5 years of experience in research, monitoring, and evaluation within the aid sector.
- Strong technical proficiency in research and evaluation methods and software.
- Excellent written and spoken Khmer and English communication skills.
- Commitment to This Life Cambodia's mission and values.
- Ability to work effectively in a team and with diverse partners.
- Strong analytical and problem-solving skills.
- Willingness to travel to field sites and remote locations.
- Desired:
- Experience in one or more of This Life's program areas.
- Experience in providing organisational development and capacity-building support.
- Knowledge of the development sector in Cambodia.
