II. Organization Background
SKO ‘s Background: Samatapheap Khnom Organization (SKO) registered with Ministry of Interior (MOI) permitted number 457 (ស ជណ) on 20th April 2007. SKO is a local, neutral, non-sectarian, non-political, non-racial and non-profit organization. SKO is recognized as Cambodia’s leading expert in family care and social work. Our Purpose is to empower and enable families to improve their own lives through the provision of psychosocial support, information and referrals to a network of quality service providers in the fields of health, education, administration, psychosocial and economics.

Goals: Empowering most vulnerable children, youth and families to be resilient, and strengthening social cohesion.

Our program of counselling and support enables families and individuals to feel motivated and to realize their own strengths and capabilities. We support beneficiaries to become informed about services related to health, education, vocational skills training, economics, income, administration, legal issues and psycho-social/psychological issues.

III. Program Background
SKO has received financial support from several donors and development partners for a long time. Thanks to the excellent coordination and cooperation in technical and financial support from Planète Enfants & Développement (PE&D) and Friends International, 3PC in technical and financial support, SKO has many achievements and serves, empowers and helps many of the most vulnerable families and children to reach their potential. Many family problems have been identified and solved through the family development approach, which is SKO's unique competence in family care and counselling through the package of families’ support. In addition, SKO has been able to achieve operate its programs from 2008 to date thanks to the great cooperation and strong relationships with many local NGOs, international NGOs and work closely with sub-national government and local authorities to achieve its program objectives and enhance the quality of life of vulnerable families and children. We empower families and wish them to be resilient which contributes to serving their children safely and as good citizens in the future. A few projects of child protection, prevention and women and economic empowerment as well community development approach through above is going to implement in target area of Phnom Penh and provinces.

In late 2020, the organization of Tavian Fund for Children and Family (TFCF) and Samatapheap Khmom Organization (SKO) made a strong commitment to work and support vulnerable and poor families and their children in the areas of basic education and primary health care in slums and urban areas to promote knowledge and understanding among parents, caregivers, community members and other key actors to give more attention to the education and health of young children in the target area of Phnom Penh. This is agreed implement from now until and also committed to extend in the future as well in other target of Phnom Penh and other remote provinces.

SUMMARY OF DUTIES:
The objective of the Finance and Administration Manager is to contribute to the overall success of SKO by effectively managing the administrative, financial and management accounting services to ensure long-term financial
viability. The Manager is responsible for the organization of finance and administration including the initiation, development and implementation of policies approved for implementation. He/She is also responsible for the quality of the organization which includes procedures, policies and regulations in the departments involving budget, accounting, finance, administration and management to ensure that SKO's policies and procedures are fully and effectively implemented in accordance with internal and donor compliance.

Key Responsibilities
A-    Administration Management (35%):
  • Initiate, lead and effectively manage the administrative functions of the organization.
  • Providing leadership and guidance on approved policies, including the development of manuals on administration, public procurement and other related regulations and manuals.
  • Initiate with members to develop strategies for the use in administrative department.
  • Supervising and managing administrative operations within the organization.
  • Initiate, develop and implement the administration and ensure its proper functioning.
  • Managing and directing the activities of staff members within an administrative framework.
  • Manage and supervise facility functions in a production facility.
  • Interact with other heads of department to manage all administrative operations.
  • Launch and develop inventory control management systems for the inventory department.
  • Initiate and develop logistics by organizing folders, files and declarations efficiently.
B-    Financial Management (65%):
  • Lead and coordinate effective financial management and general administration functions within the Finance and Administration Department.
  • Leading the establishment and maintenance of strong relationships with development partners, donors and NGOs to continue learning and exchanging good practice in financial and administration management.
  • Manage the aspects of accounting, contracting for the annual audit as well as regular auditing within the organization.
  • Develop the robust internal control mechanism for financial administrative systems within the organization.
  • Lead and handle the development of a realistic annual budget and ensure that everything that can be covered by the organization’s needs is included.
  • Develop financial guideline procedures for the Organization and lead in practice with all staff, including the finance sections.
  • Assess the accuracy of all financial data and transactions and implement corrective measures.
  • Lead the implementation of a funding strategy that emphasizes transparency and accountability at all times, approved by the Executive Director.
  • Coordinate with relevant program or project staff to prepare the annual and quarterly budget and meet donor and regulatory requirements.
  • Evaluate and prepare reports for the authorization and formulation of the budget.
  • Lead the finance team to prepare bank reconciliations for all bank accounts presented to the Executive Director.
  • Directing and developing QuickBooks for financial management and ensuring that account transactions recorded into QuickBooks are correct and systematic.
  • Lead the finance team and the staff responsible for preparing supporting documents and ensures that financial reporting deadlines are met and also complies.
  • Liaise with auditors, tax officials and donors who also deal with accounting and financial matters.
  • Guide the finance team and staff to comply with financial policy/regulation.
  • Provide good financial services and be able to deal with financial and administrative issues smoothly with all program and project staff.
  • Ensure that receipts, invoices, supporting documents and vouchers are properly filled in with
  • sufficient/accurate information for correct accounting operations.
  • Strengthen the capacity of the finance team so that it is able to support the financing operation in a timely and quality manner.
  • Initiate additional activities and other interventions whenever financial gaps are identified or problems arise.
  • Directing the procurement of financial and administrative staff, financial policy, personnel and other regulations and ensuring that the organization is stronger in terms of internal financial and administrative control.
  • Ensure that regular financial statements are produced on a monthly and quarterly basis so that the Executive Director has adequate information to make a clear decision and take action.
  • Lead the quarterly audit of financial support in the field and suggest to the Executive Director actions to be taken.
  • Any other task assigned by the Executive Director.
IV. Competencies
  • Demonstrates a strong commitment to SKO’s Mission, Vision, Values and strategy.
  • Displays sensitivity and adaptability to culture, gender, religion, race, nationality and age.
  • Adheres to SKO’s Policies and Guidelines.
  • University Degree or evidence of post-graduate studies in Accounting, Finance, Management or another related field.
  • At least seven years of work in budgeting, finance, accounting and administration.
  • Experience in project or program budgeting, financial management and be able to check and control budget expenditure and make financial reports on time.
  • Experience in monitoring project and program expenditure against project budget plans and in financial management of multiple projects.
  • Resolve problems related to program staff and ensure that staff have a clear understanding of SKO's policies and other procedures.
  • Demonstrate experience in the management and operation of the Accounting System-Quick Book.
  • Able to work under pressure, set priorities and manage multiple tasks simultaneously.
  • Have no history of child abuse and SAY NO TO CHILD ABUSE.
  • Computer proficiency (MS Word, Excel, PowerPoint, and QuickBooks).
  • English proficiency in both speaking and writing.
V. Qualifications
Education
  • Degree in financial management accounting, business administration or any other similar field.
Experience
  • Seven years of experience in financial management and administration services.
  • Seven years of experience in finance, banking or working in a remote area and a poor urban community.
  • Demonstrate experience in the management and operation of the Accounting System- QuickBooks is preferable.
  • Experience in monitoring project and program expenditure against project budget plans and in financial management of multiple projects.
  • Have experience in project or program budgeting, financial management and be able to check and control budget expenditure and make financial reports in a timely manner.
  • Be able to have greater experience in solving problems related to all staff and other key stakeholders.
  • Able to work under pressure, set priorities and manage multiple tasks simultaneously.
  • Excellent IT skills, including Microsoft Office (MS Word, Excel, PowerPoint, Outlook and QuickBooks).
Skills
  • Thorough knowledge of accounting, budget management and administrative management.
  • Advanced computer application skills.
  • Proven experience in team management.
  • Leadership and organizational skills, excellent verbal and written communication skills.
  • Also be able to multi-task, meet deadlines and work independently and as part of a team, even under stressful conditions.

Language
  • Fluent in English and Khmer, both spoken and written.
