TEAM PURPOSE: FFA is funded by the Swedish Embassy in Bangkok, Thailand. The program completed its first phase between 2018 to 2022. In January 2023, FFA began its Phase 2 implementation.

FFA is a network of over 90 civil society organizations (CSOs) in Asia working to ensure that financial institutions operating in Asia are transparent and accountable to Environmental, Social and Governance (ESG) criteria in their business activities and investment decisions. FFA aspires to reduce inequality in Asia by creating an enabling policy environment for the integration of social and environmental considerations among financial institutions (FIs) in the region and ensuring that FIs advance the interests and needs of local communities towards their well-being.

Currently, FFA is operational at the regional level and in 10 countries across Asia, namely Bangladesh, Cambodia, India, Indonesia, Japan, Lao PDR, Pakistan, the Philippines, Thailand, and Vietnam. FFA’s regional Executive Team (ET) is stationed in Phnom Penh, Cambodia.

JOB PURPOSE: FFA is seeking an experienced Communications Officer with considerable understanding of the international development  and financial sectors,  sustainable  finance, and  responsible  investments.  The Communications Officer will support the implementation of FFA’s strategic communications framework in close collaboration with the FFA Knowledge and Communications Manager, and with the Research & Advocacy Advisor, Program Officer, and Communications Intern, in coordinating policy advocacy and campaigning initiatives with FFA partners. The Communications Officer is expected to support the development of high impact communications tools and advocacy materials, implement effective engagement plans, and work closely with FFA national partners to strategically position FFA as  a regional thought leader and convenor on sustainable finance. Moreover, the Communications Officer will coordinate the management of FFA’s social media platforms, website, and development of branding materials, messaging, and outreach with advocacy/campaigning partners, consultants, service providers, and other relevant stakeholders.

JOB RESPONSIBILITIES
External Communications & Campaigns

  • Support the implementation of FFA’s communication framework, which builds on Fair Finance country coalition strategies/work programs, and ensure the strategy is aligned with FFA’s regional priorities.
  • Coordinate FFA's regional social media, website, and other digital outreach tools, including regular content updates and tracking of relevant metrics.
  • Support the end-to-end development, production, and dissemination of all online and offline communications products that support FFA’s research, advocacy, and campaigning initiatives. These include, but are not limited to: social media posts, website posts, Press Releases, Op- Eds, feature stories, quarterly newsletters, Electronic Direct Mails (EDMs), news articles,  media briefings, brochures, Q&As, speeches, blogs, feature stories, creative data visualizations, infographics, and videos, etc.
  • Collate human stories, case studies, and smart practices that have the potential to capture the attention of wide range of audiences and key influencing targets for FFA.


Internal Communications

  • Ensure that relevant FFA knowledge and comms products and other advocacy materials are showcased in Oxfam’s internal communications and social media platforms.
  • Advise FFA partners on FFA’s branding guidelines, communication trends, news developments, or changing/unexpected circumstances that may impact the performance of their communications strategies and campaigns, and determine appropriate strategic responses.
  • Ensure overall quality of communication materials produced by the FFA network.
  • Work closely with other staff/team/s charged with developing and monitoring high visibility communications plans and activities.


Stakeholder Engagement

  • Act as the main focal point for the FFA ET when national coalitions request relevant communications and campaigning support, and liaise with regional partners, allies, and stakeholders, as required.
  • Work closely with the focal points of FFA national coalitions to monitor the progress of implementation, flag risks/constraints, and ensure timely delivery of targets for communications and campaigning activities in close collaboration with the FFA Knowledge and Communications Manager.
  • Act as the main focal point for coordinating offline and online multi-stakeholder engagements, such as webinars, presentations, and roundtables at the regional level. Deliver meeting reports from abovementioned meetings and engagement initiatives.
  • Respond to stakeholder requests and enquiries.
  • Work with the Program Officer to regularly update FFA’s stakeholder mapping and mailing lists (Microsoft Outlook, Google Groups, Mailchimp, etc.)


Website Management

  • Coordinate the management of FFA’s website by uploading, reviewing, and updating posts and/or pages on the regional domain, while providing ad hoc support to the subdomains of FFA’s national coalitions.
  • Coordinate the development and launch of FFA’s new website in collaboration with FFA’s Knowledge and Communications Manager, FFA’s IT Coordinator, FFA’s Communications Intern, the website developer, and focal points from FFA’s national coalitions.
  • Establish regular standard reporting mechanisms on analytics, utilizing qualitative feedback and quantitative data, to improve website performance.
  • Work with FFA’s IT Coordinator and service provider to maintain the website and enhance user experience.
  • Work with FFA's Research & Advocacy Advisor, Program Officer, Knowledge and Communications Manager, and Communications Intern to ensure that all content, knowledge products, comms products, and other materials on the website are up to date.


Others

  • Coordinate the comprehensive and accurate collection of data regarding the reach, impact, and overall performance of FFA regional team’s communication platforms and communications products (online and offline) bi-annually and annually.
  • With guidance from FFA's Knowledge and Communications Manager, coordinate the overall procurement process of consultants and/or service providers for relevant FFA comms/campaign initiatives.
  • Support the FFA ET in preparing relevant donor reports, fundraising proposals, operational plans, and other relevant requirements, particularly supporting the consolidation of the regional component on communications and campaigning.
  • Support all relevant administrative processes and project cycle activities in line with the delivery of FFA’s flagship and regional research, advocacy, and capacity-building initiatives.
  • Support all other relevant activities and needs of the FFA ET.


EXPERIENCE, KNOWLEDGE & COMPETENCIES
ESSENTIAL

  • University degree in Communications, International Relations, International Development, Public Affairs, Journalism, or other related fields.
  • 2-3 years of experience working in program coordination, research support, influencing and campaigning, capacity-building, partnership management, international network coordination, or administrative/logistic management, preferably in an international organization.
  • Passionate and knowledgeable on international development issues, such as human rights, climate change, gender equality, or other relevant themes covered by the Fair Finance Guide International (FFGI) Methodology.
  • Enthusiastic to work with a team, while also demonstrating a high degree of initiative, independence, efficient time management, ability to work on own initiative, prioritize workloads, and the resilience to cope in high-pressure environments.
  • Excellent oral and written communication, presentation, and facilitation skills in English; excellent skills in report and proposal writing are highly desirable.
  • Thorough knowledge of, and practical experience in, a range of communications/campaigning strategies, tools, and methodologies, including the latest technologies, social media and website trends and developments, and the shifting communications landscape.
  • Demonstrated ability to coordinate/manage planning and executing complex communications plans that often involve multiple teams and stakeholders.


DESIRABLE

  • Prior knowledge on sustainable finance is an asset and experience in international development; the ability to address a range of issues, including taking the lead on highly visible and sensitive assignments is highly valued.
