Program Background
The CAPRED Facility is Australia’s flagship bilateral economic development program in Cambodia, focusing on economic recovery and resilience over the next four years, with a possible three-year extension.

The Facility supports Cambodia in implementing a range of necessary economic interventions and reforms to maintain the country’s economic transition. These interventions and reforms are primarily aimed at encouraging more productive and inclusive public and private investment, which promotes resilient, inclusive, and sustainable growth (RISE).

CAPRED interventions fall under three technical components including: Agriculture and Agro-processing; Trade, Investment and Enterprise Development and Infrastructure Development; and one Cross-Cutting component comprising: Gender Equality, Disability and Social Inclusion (GEDSI); Climate Resilient initiatives, and policy support. GEDSI is at the heart of all that CAPRED does.

Project Context
CAPRED, in partnership with the Supreme National Economic Council, is supporting the AIP committee and secretariat team to coordinate the establishment of an AIP (Agri-food Industrial Park) in Cambodia, to contribute to inclusive and resilient economic growth in the country.
The project is being developed on a private sector-led and government-linked basis. Under this model, the developer(s) will contribute the capital, land, operations, and management of the AIP and will assume all the commercial risks of the development and operations. The Royal Government of Cambodia will provide an agreed package of support to the developer(s). Through a call for proposal process, the selected AIP developer(s) will negotiate and finalise the developer agreement with the Royal Government of Cambodia.
The overall objective of this AIP mechanism is to encourage private investment in the agri-food value-added processing industry in Cambodia. This AIP will contribute to resilient, inclusive, and sustainable economic growth of Cambodia and is aligned with Pentagonal Strategy-Phase I of the Royal Government of Cambodia.
As part of the technical support for the AIP application process, CAPRED seeks an AIP technical expert with extensive experience in industrial establishment and operations management, particularly in the agriculture and food manufacturing sector.

The expert will work closely with the CAPRED team to provide technical support to the AIP committee and secretariat, as well as to deliver key technical tasks as outlined in the following table. The outputs/deliverables are subject to assessment and confirmation by CAPRED, and the following are anticipated:

Task 1

a. To develop investment

strategic plan to CAPRED team and work with the team to partner with big regional investments into agri-food sector.

Task 3

a.    To conduct technical review

and assessment on expressions of interest (EoI), receiving from all applicants to select potential applicants.

b.   To work closely with CAPRED team on technical support package to potential applicants (after shortlisting from EoI) to develop full proposal. This may include drafting and providing technical inputs on terms of reference to recruit professional firm to develop comprehensive AIP Master plan, essentially financial and business operations plan, and other essential elements.

feedback notes on individual EOI application- this document will used by the AIP committee to provide feedback to each applicant.


2)    A Progress report, demonstrate inputs to develop support package to the selected potential AIP developer applicants on financial and business operations plan, including other ongoing technical supports.

Task 4

a.    To conduct technical review

and assessment on full proposals on AIP establishment from all potential developer applicants. A proposal may include an AIP establishment masterplan and financial and business operations management plans and other key documents under the EOI process.

b.   To develop technical review notes and reports on all applications of the AIP developers with CAPRED team and AIP secretariate team.


1)    Consolidated technical feedback notes on individual full proposal of potential applicants developed. And this document will used by the AIP committee to provide feedback to each applicant.

2)    Draft and final reports on technical assessment on full proposals from the potential AIP developers

Task 5

On-going technical tasks:

a.    To collaborate with other CAPRED experts on implementing AIP outreach activities and matchmaking events by providing technical inputs and leveraging networks, as requested.

b.   To work with the CAPRED team and AIP committee to support the matchmaking process, encouraging international and local partnerships to develop the first AIP in Cambodia.

c.    Other relevant AIP tasks per request

To ensure stakeholders will operate within Cowater and DFAT-related codes of conduct and policies including all inclusion-related policies such as Child Protection and PSEAH; antifraud and corruption; value for money and other policies.


1)    Progress reports on other technical assistances provided. This may include:

- support development of draft terms of references or/and provide technical inputs on TOR for recruiting service to develop comprehensive AIP master plan and financial and business operations plan.

Selection Criteria
  • Have advanced degree in Agribusiness management, Industrial Engineering and Operations Management, Business and Economics, and other related fields.

Essential Criteria
  • Have a proven record of providing technical review and assessment of industrial park establishment proposals, including masterplan, business, and financial plan in developing countries or a similar context of Cambodia.
  • Have excellent understanding and professional experience in setting up and/or managing agri-food industrial parks, especially for agricultural and food manufacturing operate and perform functionally  that could generate positive outcomes and impact to economy, social and environment.
  • Demonstrate a strong network and connection with regional industrial estate or park developers (demonstrate experience in ASEAN countries and other developing countries is a plus).
  • Have experience in developing and implementing sustainable agri-food industrial park practices.
  • Demonstrated expertise in all key aspects of agri-food industrial  park development, including, infrastructure planning, business operations and financial planning, tenant recruitment, sustainability, and operations management.
  • Demonstrated well-grounded experiences and highly regarded for working with investors.
  • Demonstrate excellent communication and interpersonal skills in written  and verbal communication in English.
  • Demonstrate ability to work with a variety of stakeholders, including CAPRED team, the government officials (AIP committee and secretariat), private sector, investors effectively to deliver this assignment.

Desirable Criteria
  • Have sound understanding of public procurement on industrial park or associated industrial infrastructure project, especially in Cambodia or a similar context.
  • Have excellent knowledge of international best practices for agri-food industrial park development and operations management.
  • Have experience in managing or administering agri-food industrial park is a plus.
  • Demonstrated knowledge and experience on implementation of Gender Equality Disability and Social Inclusion (GEDSI) principles or social risks into industrial park establishment and operations highly desirable.
  • Demonstrated knowledge and experience on implementation of Climate change mitigation and adaptation, environmental risks into industrial park establishment and operations highly desirable.

This is a part-time position with attractive monthly remuneration package being commensurate with qualifications and experience.
