POSITION TITLE: Solid Waste Management Team Lead (SWMTL)
PROJECT OR DIVISION: Water, Sanitation, and Hygiene (WASH)
REPORTS TO: Implementation Manager
LOCATION: Based in Kampong Chhnang with frequent day trips to rural villages in Kampong Chhnang, Pursat, and Kampong Thom. Occasional overnight travel to nearby provinces including Phnom Penh.
PURPOSE
The Solid Waste Management (SWM) Team Lead is to lead and manage the provincial SWM team to increase solid waste collection coverage in the East Tonle Sap areas of Kampong Chhnang, Pursat, and Kampong Thom. The SWM Manager will oversee demand creation, private sector partner management, and public sector engagement.
WORKING RELATIONSHIP
The Solid Waste Management Team Lead (SWMTL) is structured under the iDE Cambodia WASH team and reports directly to the iDE Cambodia Implementation Manager. SWMTL receives advisory and technical leadership support from the Innovation & Partnerships Manager. The SWMTL will also work closely with iDE national teams including Monitoring, Evaluation, Research & Learning (MERL), engineering, finance and admin, and other iDE teams and consultants based within and outside of Cambodia. The SWMTL will collaborate as needed with external project partners including NGOs, private sector representatives, and government at provincial to village level.

RESPONSIBILITIES
- Take overall responsibility and management for SWM activities in the East Tonle Sap area, including on SWM service demand creation, private sector partner management, and public sector engagement.
- Lead SWM project planning, strategy, implementation/business process design, and problem solving in collaboration with national and provincial iDE team members.
- Lead recruitment efforts for new SWM staff within the project area.
- Manage and articulate activities and responsibilities of Sales Manager, Business Advisor, and Village Mobilizer. Lead and facilitate provincial SWM team meetings.
- Support and lead provincial SWM team to set up ambitious and achievable quarterly sales targets.
- Regular collection, review and reporting of project progress, performance and impact data including production of weekly sales and fulfillment reports.
- Provide additional training, problem-solving support, and coaching to provincial SWM team regularly and as needed.
- Oversee recruitment and sustained engagement of project partners and stakeholders from the private and public sector. Represent iDE at high level events, from village to provincial levels.
- Coordinate and facilitate connections and relationships between project stakeholders including service providers, informal waste collectors, local community members, and other stakeholders at district/provincial level as needed.
- Regular financial management of field teams and close collaboration with finance and admin teams to ensure high quality financial compliance
QUALIFICATIONS AND SKILLS
- Graduated from university with degree of marketing/sales/management or other relevant field.
- At least 5-years work experience in sales management and business development.
- At least 5-years work experience in community development.
- Knowledge and experience market-based development, experience in SWM a plus
- Excellent spoken and written English language.
- Ability in using Microsoft Word, PowerPoint, Excel and smartphone.
- Ability to analyze data and compile reports on sales and supply chain performance.
- Available to regularly travel within the province and occasionally to Phnom Penh if needed.
- Ability to travel frequently to rural locations, including overnight stays if needed
- Other responsibilities as needed and agreed to between SWMTL and management
