Position: Provincial Coordinator (SAMAKY)__Deadline:23-January

SAMAKY’s headquartered locates in Tvi Khang Tbong village, Sangkat Andong Khmer, Kampot city, Kampot province.

With funding support provided by ActionAid Cambodia to implement the Local Rights Programs (LRP) in Kampot Province. SAMAKY is looking for a suitable applicant for the position of Provincial Coordinator (PC). The Provincial Coordinator will work for all projects/ programs in Kampot province and under direct supervision of the Executive Director.

PURPOSE OF THE POSITION:
The key functions of this position are to ensure that the project activities and their respective targets and objectives are achieved. The Provincial Coordinator leads a project team of five staff and implements activities according to the Local Rights Programs (LRP) project planning, work plan and budget in close collaboration with the Executive Director of SAMAKY Organization.

Line management and team:
The Provincial Coordinator reports to the Executive Director,

DUTIES
  • Takes responsibility for the overall planning, implementation, coordination and monitoring of the project or programs,
  • Manages and coordinates SAMAKY projects/ programs to ensure effective and efficient implementation and achievement of goals in line with donors’ expectations and requirements,
  • Participates in meetings/workshops/ training as required and invited by SAMAKY donors and other stakeholders.
  • Develops a joint organizational work plan and M&E framework for the program to ensure that it is effectively addressing the set goals and contributing to SAMAKY’s achievements.
  • Manages the day to day operations of the program team, establishes priorities and allocating resources as appropriate,
  • Ensures that program documentation is maintained as required, and undertakes standard office activities and procedures.
  • Conducts regular monitoring via various and appropriate tools and techniques, in order to obtain necessary information for the analysis and communication of the program unit achievements and challenges,
  • Monitors the expenditure of the project as basis manner;
  • Review the budget estimation, cash advance, and clearance as required and in a timely manner.
  • Manages and supports project staff and ensure that they are performing their roles to a high standard,
  • Oversees project activities and the monitoring and evaluation tasks,
  • Provides regular feedback and organize capacity-building opportunities for staff,
  • Ensures effective information flow and communication with all stakeholders,
  • Be responsible for the preparation of semester and annual reports to ED, donors and Governments,
  • Assists in the conceptualization and further development of the project, communication with donor, fund raising, maintain donor, policy update, review and communicate with BoD.

REQUIREMENTS

Education and Training:
  • Bachelor’s degree or Master’s degree in Educational Science, Development Studies or any other field related to the position at least 3 years of experience in a management position.

Key Skills:
  • Project management skills: Supervision of staff, project cycle management, including planning, budgeting, monitoring and reporting,
  • Experience in a development context, ideally social sector – social work, livelihoods/poverty reduction,
  • Strong communication, facilitation and organizational skills,
  • Ability to quickly get up to speed with new organizational systems and processes,
  • Passion to build the confidence vulnerable children, youth and empower them to seize their education opportunities,
  • Teamwork, initiative and learning new things are important to you,
  • Excellent command of written and spoken Khmer and English required,
  • Strong command of Word, Excel, Microsoft, Microsoft Teams,

Occupational / professional experience and other necessary knowledge:
  • At least five years of relevant experience in project/program management sectors,
  • Bachelor or Master’s degree in relevant position,
  • Strong leadership management skills with strong team and problem-solving skills,
  • Experience in project design, proposal development, implementation, monitoring, evaluation and report writing, and prepare presentations, stories of change and case studies,
  • Working experience in gender is regarded as a plus.
  • Experience in data collection and analysis,
  • Strives to keep his/her knowledge of the job up-to-date through self-directed study and other means of learning, and incorporates new approaches to work processes in his/her work,
  • Promotes knowledge sharing and a learning culture.
