As the Livelihood Program Manager, you will spearhead the development, implementation, and management of Livelihood programs aimed at empowering communities and fostering sustainable socio-economic development. This role requires a dynamic individual with a passion for social impact, a strong understanding of community development principles, and proven experience in managing livelihood enhancement initiatives within an NGO setting. You will work alongside Local pastors to conduct ministry outreach to people in dire need and support a growing local church network.

- Lead the design, planning, and execution of livelihood programs in alignment with the organization's mission and objectives.
- Conduct comprehensive needs assessments and stakeholder consultations to identify target communities, assess their requirements, and formulate appropriate strategies.
- Develop detailed project plans, including budgets, timelines, and monitoring frameworks, ensuring compliance with organizational requirements and standards.
- Oversee the recruitment, training, and capacity building of project staff and community partners, fostering collaborative and empowering work environment.
- Establish effective monitoring and evaluation mechanisms to track program progress, measure impact, and generate periodic reports for donors, stakeholders, and internal use.
- Cultivate partnerships and collaborations with government agencies, Local authorities, NGOs, and other relevant stakeholders to maximize program impact and sustainability.
- Stay abreast of emerging trends, best practices, and innovations in Livelihood development and integrate them into program design and implementation.
- Ensure adherence to ethical standards, safeguarding policies, and risk management protocols
- throughout project implementation.
- Provide active guidance to staff to ensure all activities are planned, prioritized, carried out according with the program log frame and work plan.
- Responsible for the financial management of all program activities, including budget preparation, revision and monitoring.
- Coordinate program strategy, implementation and delivery with support from Samaritan's Purse Technical Advisors and with input from within Cambodia Leadership Team.
- Prepare all the necessary reports such as monthly, Semi-annual, annual reports and other reports as per request of the donor.
- Follows policies and procedures of Samaritan's Purse as set forth in the Policy Manual.
- Attends daily morning devotions and participates in prayer support for the ministry, donors and volunteers.
- Maintains a strong Christian witness to colleagues, vendors, charitable beneficiaries, and the general public.

Requirements:
- Commitment to Samaritan's Purse vision, mission, core values and policies.
- A creative and flexible person who can work well under pressure with a high commitment to meet accomplishments in a timely manner
- Proven program and team management experience.
- At Least three years' experience of working in community development
- Experience in community engagements, protection, water supply and ministry projects
- Bachelor degree in agriculture, engineering, or management preferred
- Fluent in speaking, reading and writing in English
- Ability to confidently read and write Khmer and English and translate in both directions
- Effective written communications skills including the ability to prepare reports, impact stories, etc:.
- Background experience in working with committees and government partners.
- Strong skills in MS Word, Excel and PowerPoint (as a minimum)
- Provide a role model in good attitude and behavior such as honesty, integrity and willing to lean new skills.
- Display teamwork, enthusiasm, initiative and problem solving skills
- Strong leadership, facilitation and training skills
