Operating in Cambodia since 1999, the nonprofit Center for Khmer Studies (CKS) is eminent among international and Cambodian scholarly communities for its contributions to Cambodian studies internationally and support for higher education in Cambodia. CKS recently developed a comprehensive four-year program through a grant from the Asia Foundation’s Ponlok Chomnes (PC) Stream II Program to enhance knowledge access, foster academic excellence, and promote impactful research in Cambodia’s social sciences and humanities for its younger generation. Components of the program include a research fellowship program, capacity-building workshop series, library enhancement program, and a one-time research capacity-building assessment study.
CKS is seeking a highly organized and motivated Program Manager (PM) to manage the various aspects of the CKS-PC initiative. The PM will report to and work closely with the CKS Director (or Deputy Director) on program-related tasks, including recruitment, logistics, reporting, and evaluation. Excellent oral, written, and interpersonal communication skills in English and Khmer are necessary, and familiarity with the higher education sector is preferred.
ROLES AND RESPONSIBILITIES
PROGRAM MANAGEMENT, IMPLEMENTATION & MONITORING
- Develop Monitoring, Evaluation, and Learning (MEL).
- Create an annual work plan with the CKS team and Director/President.
- Assist in CKS-PC program staff recruitment.
- Support program instructors, CKS junior staff, and research consultants.
- Ensure timely implementation, monitoring, and documentation of program tasks and milestones.
- Collaborate with the PC Fellowship Program instructor for student recruitment, outcomes monitoring, field trips, and workshop speakers.
- Manage program evaluation and reporting to the donor and CKS and attend meetings.
- Ensure transparent, accountable, and efficient use of CKS resources and assets.
- Uphold CKS’s mission and ensure that the program does not stray from maintaining its purpose.
PROGRAM OUTREACH AND COMMUNICATIONS
- Organize program webinars/presentations, workshops, and/or training in collaboration with CKS, PC, and CKS Communications Officer.
- Monitor and contribute to news/social media related to CKS’s PC program.
PARTNERSHIP BUILDING
- Represent CKS’s PC Program at meetings, workshops, and events.
- Build strategic partnerships with universities, research institutions, and local/international organizations.
- Liaise with PC partners and donors for best practices and program enhancement.
REQUIREMENTS
QUALIFICATIONS
- University degree in social sciences or humanities.
- Minimum five years of project management, planning, and implementation experience.
- Experience in developing and managing donor-funded projects.
- Strong interpersonal, oral, and written communication skills (English and Khmer).
- Excellent teamwork, team-building, and leadership skills.
- Proficient in Google Workspace, MS Office; project management software skills a plus.
- Experience with national and international governments, donors, scholars, higher education administrators, and NGOs is preferable.
- Successful project development with universities, research institutes, and international organizations in higher education is advantageous.
- Budget monitoring and forecasting (e.g., for student extracurricular activities).
