Church World Service (CWS) was born, in 1946 in the US, in the wake of the devastation of World War II. CWS is a faith-based organization transforming communities around the globe through just and sustainable responses to hunger, poverty, displacement, and disaster. CWS and has been working in Cambodia since 1979. CWS formally registered with the Ministry of Foreign Affairs and International Cooperation as an international non-governmental and not—for- profit organization; working in partnership helping rural communities to improve livelihoods focusing on a comprehensive, integrated rural development program seeks to uphold and honor people’s rights to life and a dignified living, and to help them reduce climate vulnerability, improve natural resource management, increase local food security and economic resilience.

CWS received funding from IUCN – the Global Fund to Support the Implementation and Upscaling of Ecosystem-based Adaption (Global EbA Fund) – to implement the project “Build Climate Resilient Communities in Stung Prey Pros Watershed”. We are now looking for a Program Manager for CCA/DRR based in CWS Cambodia Office, Phnom Penh.

Roles and Responsibilities:

  • Lead and manage the CWS Global EbA Fund “Build Climate Resilient Communities in Stung Prey Pros Watershed” project implementation including budget management and ensure that all donors’ requirements are maintained;
  • Provide regular project orientation and systematic guidance to project Partners by conducting field/monitoring visits, mentoring, and coaching in the areas of  Climate Change Action / Ecosystem-based Adaption to ensure effective project implementations;
  • Ensure effective activity implementation systems and processes that include rigorously followed monitoring for quality and accountability in all CWS programs and projects;
  • Technical support to CWS and Partners staff and relevant government stakeholders involved in climate change actions.
  • Lead project design and proposal development as coordinator and writer, working closely with the Country Representative and program teams, including project partners;
  • Analysis existing policy and recommend the Country Rep for decision-making about (i) annual program design and (ii) new programs/projects: technical design, narrative description and funding proposal development;
  • Identify and analyze climate vulnerabilities and risks through stakeholder mappings and engagement;
  • Perform analysis of political situation and develop scenarios for effectively addressing environment, climate change adaptation and disaster risks reduction mainstreaming in this context;
  • Recommend adaptation & mitigation measures to reduce risks, including technical solutions but also the implementation of policies, regulations, standards, operational procedures, and emergency plans;
  • Contribute to developing climate change strategies, climate actions and quantification of climate investment needs for the CWS Programming;
  • Assess and prioritize project risks based on project criteria and log-frame, compile background information and best practices to identify opportunities for project development;
  • Map out the value chains actors in the potential agriculture crops; and,
  • Identify the market gaps of each of the potential project commodities and advise innovative solutions to unleash the gaps;
  • Supervise study-based information, analysis, reporting, and dissemination of the results of the CWS Cambodia Country Program;
  • Lead capacity assessment, prepares capacity development plans, provide capacity building support, coaching, and monitoring on CCA/DRR for staff, partners and relevant stakeholders;
  • Coordinate and facilitate meetings, training, workshops and seminars with key partners and relevant stakeholders.
  • Develop and maintain good relationships with program staff, public and private sector actors and value chain actors.
  • Ensure CWS and partner staff rigorously track, report and documentation of project implementation including inputs, outputs, results, best practices and lesson learnt, e.g., through success story telling and timely submission of reports in line with CWS and donor rules and regulations; and,
  • Provide regular and sufficient update of the Project progress; produce high quality project report (quarterly, semi-annual and annual) including field/monitoring visit, training and workshop report submitted to the Country Representative as per schedule;
  • Support the Country Representative to ensure quality Monitoring, Evaluation, Accountability, and Learning (MEAL).
  • Liaises and collaborates with UN agencies and other NGOs, Government ministries and other networks to tape resources and technical skills to ensure the effective implementation and services for the communities,
  • Represent CWS-Cambodia to government official, UN agencies and other NGOs on the area of emergency response and disaster preparedness or Disaster Risk Reduction,
  • Follow leads to create new partnerships, or expand existing ones, to pursue new programming
  • / funding opportunities;
  • Raising awareness and visibility of the projects among funding partners and in-country network and peers;
  • Ensure that inclusive Projects/program implementation with equality, equity and takes gender issues and child protection fully into account.


Requirements, qualification, and experiences:

  • Master’s Degree in Climate Change, Natural Resources Management and Development, Environmental Studies, Agriculture, Rural Development, Disaster Management and or relevant fields.
  • Minimum 7 years’ relevant experience in similar function in an International NGOs or relevant institutions.
  • Minimum 5 years’ experience working in CCA / DRR and Mitigation and Agriculture Value Chains.
  • Proven ability in development and humanitarian project design, quality donor proposal development and reporting, including writing, for institutional donors.
  • Proven ability in coordination and stakeholder influencing and engagement sub-national and national government official.
  • Proven capacity managing and leading project implementation and monitoring.
  • Previous experience in budgeting and financial monitoring.
  • Proven capacity to provide support, guidance, coaching and training to internal and external stakeholders.
  • Previous experience working in agriculture sector, identifying opportunities for value chain development which promote market linkages, improve access to markets, and positively impact the entire value chain.
  • Be “bridge builder” – demonstrated ability facilitate coordinate private sector players.
  • Experience in performing monitoring, evaluation, and research.
  • Excellent team player, develop and promote effective collaboration and ability to work in a cross- cultural team.
  • Ability to work in complex environment and demonstrate accountability for outputs with minimal direct supervision.
  • Organizational skills, very good time management and ability to prioritize work under pressure and ensure deadlines are met by internal and external stakeholders.
  • Excellent interpersonal, communications and presentation skills, proficiency English language skills (both written and spoken)
  • Good understanding of process-oriented approach and current development concept.
  • Good analytical and problem-solving skills, flexible, proactive, and creative.
  • Willingness to travel and stay overnight in target locations.
  • Priority is given to an incumbent who has experience with Global EbA Fund.
