Position: Construction Technical Coordinator (Samaritan’s Purse)__Deadline:20-January

The Construction Technical Coordinator (CTC) will lead in the coordination of the construction projects of the School for Kids in PaiLin province in Cambodia. The CTC will be responsible to train and equip the community to actively do synchronize reporting on the updates of the daily/regular construction activities. He/she shall be responsible for consolidating the dai y/weekly updates for reporting purposes including problems, solutions, challenges, spiritual impact, and achievements. He/she shall provide leadership, coordination and support to School for Kids project to enhance program quality and implementation of the project. The CTC will report to the Program Manager. The CTC will be based in Pailin province. This position is open to Cambodian Nationals only.

Projects Objectives, Planning Et Implementing

• Ensure all project goals, objectives, set targets and activities are met timely and effectively
• Oversees the construction activities that take place on the worksite/vi  age, including school buildings, WASH Facilities including (Latrines, Bio sand filters, Deep Wells and incinerators)
• Provide training on construction monitoring and maintenance for the construction committee and make sure that it is being applied accordingly.
• Work with the construction committee and consolidate the dai y/weekly updates for reporting purposes including problems, solutions, challenges, spiritual impact, achievements, etc.
• Coordinate with engineering consultants providing regular reports and adjusting construction based on consultant guidance.
• Monitor and control the construction progress, costs, and quality {per the approved design and BOQs),and identify and resolve any issues or problems that may arise (in consultation with the Program Manager). Actively promote and ensure safety in the construction environment, conducting risk assessments before each activity.
• Assist with coordination of Donor teams and guide them in the construction process.
• Assist logistics in procurement according to specifications required and the SP Field Operations Guidelines.
• Identify and report to the PM any issues and problems that affect the achievements of the project.
• Share Lessons learned or innovative ways to implement the project that will bring efficient use of resources and achieve better results.
• Provide Safe Migration and Trafficking Awareness training to SSC members and teachers for dissemination to students.
• Strong Christian witness

Budget Management

• Breakdown project planning, budget, and tracking monitoring sheet and submit to the Program Manager
• Weekly submit cash requests to the finance office
• Keep track of the budget expense ensuring spending against the plan
• Provide any quality variance report if needed

Monitoring and Evaluation

• Conduct baseline survey, monitoring and evaluation with M&E team
• Produce progress, monthly, semi/annual stories and report

Communication  Networking

• Represent SP in meetings with School Principal, church Leaders and the community.
• Coordinate activities with   local authorities, contractor and churches.
• Engage, mobilize and build close relationships with community and school leaders during all phases of the project.
• Be respectful to the authorities, community members, and especially with women and children.
• Cooperate with other SP projects to achieve their goals, in good cooperation with cross sector programs, as ORR (Disaster Risk Reduction) and others, immediately reporting any problems that affect the village or its leaders.

Requirements:  

• Commitment to Samaritan's Purse mission, value and policies.
• 3-5 years of working experience in civil engineering/construction field.
• A graduate of civil engineering or architecture is preferred or relevant degree.
• Ability to explain and teach various skills to both skilled and unskilled workers and volunteers.
• Strong supervisory and organizational skills, people skills and attention to detail.
• Experience working and leading a team.
• Serving heart to work with rural communities especial y the poor.
• Good spoken and written communication skills in both Khmer and English.
• Strong computer skills and report writing in Khmer and English.
• Proactive, reflective and able to work independently with minimum supervision.
• Able to plan and commit to meeting deadlines.
• Strong desire to lean from others and to improve her/his skills.
• Willing to travel for meetings, training, hosting team, field visits, and exposure visits. At less 80% of his/her time is at field
• Able to ride a motorbike or drive a Car with a driving license.
