Cambodian Labour Confederation (CLC) is an independent trade union confederation, founded in 2006 and registered as a professional organization with Ministry of Labour and Vocational Training. CLC has also performed its important role as national centre providing genuine representation of 9 affiliates, including trade unions and associations within Cambodia.

CLC has successfully implemented its advocacy activities to promote and protect labour rights throughout Cambodia for almost two decades. In preparation for the effective execution of the new project “Better Living for All Workers (BELIEVE)” under EU support grant that contributes to enhancement of decent work, CLC seeks to recruit a dynamic and highly qualified 5 positions: a Consortium Programme Manager, Programme & MEL Coordinator, Finance Officer, Grant officer, and Communication Officer to perform the following roles and responsibilities.

Programme title: Better Living Conditions for all Workers (Believe)
Objective: Workers in formal and informal economic sectors, daily sub-contracted workers, and self-employed, especially women, are able to exercise their rights to collectively bargain for better working conditions, fairer wages, and safe working environment.

Outcome: Workers, union leaders, and their support networks are able to enjoy their freedom of association, holding meaningful debate and influence economic decisions affecting them

1.    Overall Goal of the Position
Lead, manage and implement activities under Better Living Conditions for all Workers (Believe) and ensure that the expected outcomes and outputs are satisfactorily achieved according to Result Assessment Framework (RAF) and workplan agreed by the senior management team and
agreed upon by the donors.

2.    Objectives
Lead the project team to plan and execute the project to ensure the delivery of expected outcomes, outputs, and results/impacts as indicated in the Project Proposals and Results Framework agreed upon by the donors;
Coordinate with relevant stakeholders, including affiliate trade unions, associations, key government and partners to ensure the delivery of expected outcomes and outputs of the project;
Manage the project budget effectively based on approved workplan and budget;
Oversight the implementation of project to ensure it is fully compliance to CLC policies and rules and donor requirements;
Ensure effective monitoring and evaluation of the project and ensure that results/impacts of CLC’s interventions, co-applicants’, and third parties’ are well captured and presented.

Position    : Communication Officer
Location     : Phnom Penh
Salary: $600-$700

Specific responsibilities:
  • Provide supports to the communication team in planning  and delivering  the expected results/impacts of the unit;
  • Provide supports in all aspects to the communication team to ensure smooth and effective
  • day-to-day operation and implementation;
  • Develop, maintain and update communications tools and materials;
  • Create innovative multimedia contents (photos, infographics, audio content, animations and others) for the organisation’s website, social media channels and print publications;
  • Maintain and update CLC’s websites, Facebook page and other social media channels;
  • Produce and/or edit documentary and educational video clips;
  • Engage and work with all relevant media to promote Cambodian Labour Confederation and raise awareness about corruption in Cambodia;
  • Support external communication activities of the programme teams;
  • Consistently comply with EU’s communication and visibility guidelines;
  • Translate documents from English to Khmer and vice versa as required;
  • Contribute identifying needs, ensure adequate support to and regular coordination with the communication unit ; and
  • Keen to work under pressure

Requirements:
  • At least three years of experience in communications;
  • Bachelor’s degree in media and communications, Marketing, Journalism or another subject relevant to the work of Cambodian Labour Confederation;
  • Prior experience of working with EU funded project or with project dedicating to improving public services is desirable;
  • Excellent communication and interpersonal skills, including the ability to build and maintain relationships with people from diverse backgrounds and across all hierarchy levels in the private sector, civil society and Media;
  • Be friendly, flexible, honest, and hard-working;
  • Sound knowledge of and commitment to the promotion of integrity, good governance, anti- corruption and CLC's core values;
  • Strong knowledge and ability to use software for multimedia design including, AdobeCreative Suite and digital media required;
  • Be passionate and committed to achieving Cambodian Labour Confederation's mission and goals and a commitment to the organisation’s core values;
  • Ability to work independently, under pressure and with a high level of commitment to ensure all outputs are achieved on time and to a high standard; and
  • Highly proficient in English and Khmer (both speaking and writing);
