Duties

The Resources Coordination Assistant (Admin) works under the direct supervision of the Resource Coordination Specialist (or Public Affairs Officer [PAO] designee) and is the Public Diplomacy (PD) locally employed (LE) Staff responsible for managing all administrative aspects of the PD Section. Supports Public Engagement and Strategic Content Coordination (SCC) specialists and coordinators for exchanges and other PD programs and activities. Supports grants administration; tracks and collaborates on PD budgets and expenditures. Oversees PD section time and attendance, staff travel, representation, vouchers, and other administrative tasks; manages program calendars. Serves as the primary point of contact for the PD Section, ensuring that visitors receive accurate and timely information with the highest levels of customer service.

Qualifications and Evaluations

Requirements:

EXPERIENCE: Two (2) years of experience in administrative services, procurement, customer service, or events management is required.


JOB KNOWLEDGE: (This may be tested.)


Comprehensive knowledge of Cambodian geography, infrastructure, government institutions, and common business and banking practices is required. Knowledge of customer service in Cambodia is required. Must have an understanding of communications in Cambodia and the international information environment as it affects Cambodia and must be familiar with digital practices and procedures.

Education Requirements:

An associate’s degree or two years of full-time university studies in Business Administration, Financial Management, Organizational Management, Accounting, Public Administration, or local equivalent is required.

Evaluations:

LANGUAGE: English and Khmer Level IV (Fluent) Reading/Writing/Speaking are required. (This may be tested.)

    ***Note: Applicants must include all languages known to include Khmer language in the application.

SKILLS AND ABILITIES: (This may be tested.)

- Analytic Skills: Must have strong analytic skills to manage funding from multiple sources, each with differing requirements for purpose, oversight, and accounting. Must be able to accurately assess resource challenges and identify solutions, including those that address sensitive resource challenges. Must be able to perceive significant changes in PD operations and adjust operations in response.


Communication and Interpersonal Skills: Must have excellent customer relations, interpersonal, and cross-cultural communication skills. Must have excellent written and oral communication skills, including for writing reports in both English and Khmer. Must be able to work effectively with Mission personnel and Cambodian institutions on PD operations and resources, including on sensitive or contentious financial topics.

- Management Skills: Strong management skills are required, including the ability to develop and oversee logistics with partner institutions and manage complex PD/Mission events.

- Technical Skills: Good keyboarding and data entry skills are required; excellent familiarity with electronic discovery tools, in particular the internet, and standard information retrieval practices and procedures are required. Thorough, detailed knowledge of and the ability to use various computer software programs, specifically Microsoft Word, Excel, and databases, as well as PD-specific software, databases, and reporting tools are required. Knowledge of and ability to support PD use of digital and visual tools is required. Must have excellent numerical skills to be able to manipulate numbers with speed, to process personnel and travel documents, develop equipment lists and supply orders, and monitor PD budgets.

- Availability: Must be available to travel throughout Cambodia to support PD projects and activities.

Qualifications:

Current employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory or MBC score of less than 100 points, on their most recent Employee Performance Report (EPR) are not eligible to apply. 

  3. Current employees of the Mission hired a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment. This does not apply for employees on a PSA (Temp), or those are hired on a When Actually Employed (WAE) or intermittent work schedule.
