A project on Promoting Climate-resilient Livelihoods in Rice-based Communities in the Tonle Sap Region- GCP/CMB/045/LDF will be implemented in the five provinces around Tonle Sap Lake—Pursat, Battambang, Banteay Meanchey, Siem Reap, and Kampong Thom in Cambodia from 2023 to 2027. The project is funded by the Global Environment Facility (GEF) through the Food and Agriculture Organization of the United Nations (FAO). The objective of this project is: Rice based communities in the Tonle Sap region of Cambodia reduce their climate vulnerability and increase their resilience to climate change through an ecosystem-based, market-driven approach.

This five-year project will be delivered by the General Directorate of Agriculture (GDA) of the Ministry of Agriculture, Forestry, and Fisheries (MAFF) in cooperation with the Technical General Directorate of Local Community (GDLC) of the Ministry of Environment (MOE) and the operational execution will be augmented by IRRI, WCS and other partners. FAO will provide technical and administrative support.  The project activities will be guided by a Project Steering Committee (PSC) chaired by MAFF/GDA, advised by a Technical Advisory Group (TAG), and coordinated by a Project Management Unit (PMU) located in GDA of MAFF

The project is looking for five Provincial Coordinator/Field Officers to be based, one each in Pursat, Battambang, Banteay Meanchey, Siem Reap and Kampong Thom provinces.

Key Responsibilities:
Under overall supervision of the GDA and GDLC, and technical supervision and guidance of the International Lead Technical Advisor and Senior National Technical Advisor, and in close collaboration and coordination with project team members, and partners (IRRI, WCS and other partners), he/she will be responsible for coordinating the implementation of the project activities in the respective target provinces.

More specifically, he/she will:

  • Lead community mobilization and obtain consent for participation.
  • Mobilize all required logistics in the field needed for project team to carry out functions efficiently;
  • Provide field support for all the project experts and undertake assigned tasks related to each project component;
  • Take part in field assessment of existing livelihood patterns and identify possible alternative livelihood options in the project sites;
  • Carry out door-to-door livelihood and all other required periodic surveys, map all resources and facilities in the target village, commune and district level;
  • Organize communities, identify potential smallholders including the women headed households and carry out detailed field surveys and support in beneficiary selection for the project based on criteria identified by
  • the project;
  • Work closely with local government officials and other stakeholders at provincial, district, and commune level;
  • Support producer groups, agricultural cooperatives with mandated participation of women in all aspects
  • of the project and act as lead person linking the community to the project technical team and other stakeholders;
  • Support the community in documenting technical videos, photos of the field activities to create the project video tutorials for wider replication;
  • Maintain detailed database of all filed activities - daily field records, timesheets, photos, videos, documents, reports and communications of the field work;
  • Perform other related duties as required.


Required competencies/competencies

  • Bachelor Degree in agribusiness, agriculture sector or related fields. Master Degree in above subjects is preferable.
  • At least 5 years of experiences in agriculture sector, involved in livelihood promotion activities and AC value chains with government agencies and/or with development partners or private sector.
  • Experiences    of    coordinating    with    various    stakeholders    including    national    government ministries/agencies, provincial authorities, and local authorities and development partners and private
  • sector.
  • Experiences   in  AC   development,  familiar   with   AC   Guideline  and   community  livelihoods improvement.
  • Excellent skills in communication, negotiation, and documentation and ability to work with multi- disciplinary and multi-cultural teams.
  • Residing permanently in one of the five target provinces.
  • Fluency in speaking and writing English and Khmer.
