POSITION DESCRIPTION:
This proposed project aims to enhance literacy for primary school children by supporting learning resources and improving the learning environment, including renovating existing community reading camps and/or building new community reading camps. Moreover, renovations shall be provided based on the capacity and reading camp's needs; these tangible items are educational learning materials/devices, bookshelves, tables, chairs, and playground materials.
For WASH-integrated interventions where the community reading camps are to be renovated or built, tangible items and capacity-building will be provided to the beneficiaries at community reading camps. Personal hygiene will be promoted through Community Reading Facilitators (CRF) and youth, who shall be capacitated to raise awareness on hygiene and sanitation among the reading camp children and community.
WASH facilities in reading camps play a critical role in ensuring good health and well-being of the children. The whole process of program design, program budgeting and implementation field guidance as illustrated below.
- To ensure privacy, the WASH facilities will provide adequate, separate facilities for boys and girls and private stalls for toilets. In addition, offering hygiene facilities that are accessible to all students, such as handwashing stations.
- To ensuring the quality of data monitoring system through Monitoring and Evaluation tool of WASH (mwater application)
- To build the capacity of School Support committed through conducting the training program of WASH intervention in school.
- During the implementation of the project, the feedback mechanism will be considered and processed to seek feedback from users, including community children, CRFs, and parents, to ensure that WASH facilities meet the needs of users and monitor the use of facilities to identify any issues or areas of improvement.
MAJOR RESPONSIBILITIES
This position is leading project management and will require strong leadership skills. In line with WVI ’s core values and mission, the successful candidate will represent the project and WVI both internally within the Cambodia office. In addition, this position will lead and monitor project implementation to ensure it is in line with supporting approach of Education and WASH and fully compliant with donor requirements, especially achieving the project’s intended goal and objective.
- Project Management: Provide leadership to the project implementation and to ensure the project outcomes and goal achieved as timeframe set.
- Grant Management: Work closely with procurement team, finance team at zonal levels in order to ensure the promised results, time and compliance with donor policy requirements are met.
- Stakeholder Management: Take full responsibility for getting all the important internal and external project stakeholders to work effectively together to deliver the project on time, within budget and with outputs of good quality.
- Managing Work Plan and Budget: Facilitate the process to develop the Annual Development Plan and budget to implement, ensuring that a project is executed in line with the agreed cost category and budget by donor.
- Reporting: Ensure that project monitoring and quarterly/semi/annual reporting (both financial and narrative) is delivered with high quality and agreed timeframe, including the donor annual Performance Reports and quarterly/bi-annual monitoring reports.
- Learning and Evaluation: Ensure that learnings from the project are captured and integrated into ongoing planning and also share to Area Programs (AP) and Operation and partners as lessons learnt.
REQUIREMENTS:
As part of the World Vision International-Cambodia mandate requirements for new staff, all candidates who are offered jobs are required to produce Local Police Clearance Certificate prior to the date of joining the organization.
- Bachelor's degree in pedagogy, education management, English, general management, social work or any in relevant fields.
- At least 5 years experiences in any relevant roles regarding project/grants management, pedagogy & curriculum development, general education management, people management and leadership etc.
- At least 3 years of experience in core Administration work, preferably with NGO or similar context.
- Understanding of the Cambodia public education structure and major bi-and multi-lateral organisation influences in education sub-sectors.
- Strong negotiation, problem solving, liaison, and networking skills and brokering partnerships
- Ability to pro-actively influence, network and collaborate with national level government, NGO, bilateral donor, and UN Agency peers.
- Planning, Organizing, Analytical, and Coordinating Skills.
- Ability to communicate in English both verbally and in writing
- 30% travel to field offices (rural, remote, and urban areas); willingness to work beyond office hours during critical deadlines; willingness to work in highly demanding.
