Role: Programme Coordinator (Innovation, Agriculture and Climate Adaptation)

Reports to: Program Manager (Building Community Resilience/ BUILD)

Job Location/ Duty Station: Phnom Penh, Cambodia

Line Management Responsibility: N/A 

 

Summary: 

Responsible for overseeing and coordinating innovation, agriculture, and climate change projects under the BUILD RESILIENCE program. S/He will provide technical support, strengthen the capacity of NGO partners, and ensure grant compliance, reporting requirements, and the timely and high-quality delivery of project activities. S/He will actively engage in networks and working groups related to the thematic focus.

Regardless of the content of this job description the employee is expected to participate in any task necessary for the organization delegated by the manager at all times.

Responsibilities:

  • Project Management: Coordinate and lead efforts to ensure that innovation and agroecology/climate-resilient agriculture are included in DCA’s BUILD Programme, and projects under the BUILD. Making sure that these projects contribute to the achievement of Programme goals. Plan, organize, and execute all project activities, events, and workshops, including annual synergy forums, reflection workshops, project launches, and HQ/donor visits. Identify and respond to partner concerns, reporting challenges to the line manager as needed and appropriate.
  • Compliance and contract management: Responsible for ensuring the compliance and quality of institutional grants and Danida Projects. Work closely with partners to ensure the projects' compliance (results, monitoring, reporting, etc.) based on the donors' rules and regulations.
  • System Update: Regularly update both project documents and donor documents in PPM (Project Program Management) and PPD system
  • Capacity Building: Provide technical support to DCA and partners in designing innovation and agroecology/climate resilient agriculture activities. Support partners in developing project procurement plans ensuring compliance of all purchased equipment and goods and services.
  • Working with teams: Review partner budgets together with DCA finance officer as part of the approval process; ensure partner spending is in line with budget plans; review annual external audit reports and follow up with partners on any issues of concern. Work with communication officer to document the project case studies and other visibility materials as per donor’s requirement
  • Proposal design: Provide technical inputs into proposals and new project designs, as appropriate and as relevant, to technical areas of expertise such as sustainable agriculture, climate and innovation to HQ. 
  • Participate in the partner’s proposal assessment, approval, and quality assurance of partner cooperation agreement.
  • Monitoring and Reporting: Develop and maintain projects’ M&E and workplans, inclusive of log-frames, reporting schedules and communication processes between all DCA project staff and partners; Monitor the project budget and spending and advise partner accordingly.  Conduct field monitoring visit to monitor the progress of programmes/project including tracking programme metrics, identifying challenges, and developing strategies to address them according to back donor guidelines, and prepare monitoring report to be shared with partners, follow up on recommendations. Ensure quality, timeliness and transparency in all donor narrative and financial reports with support of Funding Coordinator, MEAL coordinator, Program Manager and Finance Officer. 
  • Coordination: Explore collaboration with relevant stakeholders, including government counterparts, UN agencies, NGOs, and other partners for any programme interventions. Participate in coordination meetings and working groups related to sustainable agriculture/ agroecology, climate change, and innovation as required. Deliver other relevant tasks assigned by supervisor as necessary.

Minimum Requirements for PROGRM COORDINATOR (Innovation, agriculture and climate change)

  • Advanced university degree in sustainable agriculture, climate change, agroecology, environment studies, agricultural economics,  natural resource management or closely related field;
  • A minimum of five (5) years of relevant experience in project management, grant management, partnership coordination, proposal development and/or coordination of agriculture, food security, and food system projects, and related disciplines with an international or national NGO in a multicultural office environment 
  • Good English report writing
  •  Full professional proficiency in English 

Technical/Functional Skills

  • Strong understanding of Cambodia climate change and agriculture policy context and priorities;
  • Good technical skills on the agriculture, agroecology, climate change and food systems transformations
  • Solid experience in managing development programs/projects, results-based management and M&E;
  •  Relevant experience in implementation capacity development on agriculture, climate change, agroecology, and food system. 
  • Experience in organizing stakeholder meetings or workshops with national and international participants.
  • Strong understanding of agriculture value chain and market system and agricultural cooperative development is an advantage 
  •  Positive, constructive attitude and good ability to work in a team, even under difficult circumstances;
  •  Sense of responsibility, result orientation, and ability to deliver quality products timely.
  •  Proactively coordinating and adaptively responding to the changes pertinent to the project implementation.
  •  Well-informed of micro and macro-level processes and has the ability to identify trends that are relevant for the project implementation.
