Position: Operations and Finance Manager (Chemonics)__Deadline:29-November

Chemonics seeks an Operations and Finance Manager for the five year, $15 million USAID Advancing Youth Leadership (AYL) Activity in Cambodia. The primary purpose of the Advancing Youth Leadership activity is to enhance the capacity and leadership of Cambodian youth, including those from marginalized groups, to fully participate in socio-political life, to address local development issues, and to increase civic participation. The Operations and Finance Manager will ensure that finance, and administrative aspects are implemented in form and substance consistent with USAID regulations, Chemonics’ contract, Cambodian law, and Chemonics’ policies and internal controls. He/she ensures compliant operations, and supervises the Bookkeeper, Human Resources Associate, and Event and Communications Associate to ensure that the program’s accounting, financial reporting, and financial management systems are consistent with Chemonics’ high standards and international best practices, and in full compliance with the contract and U.S. government regulations. This position will be based in Phnom Penh, Cambodia and report to the Deputy Chief of Party (DCOP). Responsibilities include:

  • Support the DCOP in management and administration of the AYL Activity
  • Supervise the daily financial operations of the contract, which includes cash flow management, time sheet recording, reporting to USAID on the financial aspects of the project, and daily monitoring of obligations, budgets, and expenditures.
  • Ensure continuous liquidity for the project; handles all human resource issues; and investigates and identifies new ways of achieving project efficiencies.
  • Supervise the day-to-day field presence in areas of operations, administration, and logistics.
  • Supervise finance, HR, admin staff, and drivers/expeditors.
  • Use strong interpersonal skills to effectively work with all staff.
  • Coordinate with the Chemonics Corporate Office on all compliance issues, seeking legal and policy guidance applicable areas.
  • Supervises daily financial operations of the contract, which include cash flow management, time sheet recording.
  • Ensures local expenditures and monthly financial reports are consistent with Chemonics’ high standards.
  • Reports on financial aspects of the project, daily monitoring of obligations, budgets and expenditures.
  • Reviews invoices and financial documents going to either the corporate office and/or USAID.
  • Interacts with bank and other officials as needed, and providing financial reports to USAID in coordination.
  • Bears overall responsibility for operations tasks and makes recommendations for improvements to project operations.
  • Monitors administrative activities and ensure that project practices are in line with the policy and procedures manual.
  • Maintain emergency action plan.
  • Maintains system of tracking and disbursement of office supplies so as to ensure availability and accountability.
  • Assists DCOP to ensure that personnel policies and regulations are strictly implemented.
  • Provides support to DCOP for the timely completion of tasks and the achievement of program goals and objectives.
  • Maintains a complete and thorough inventory of all property of the Cambodia AYL project.
  • Coordinates with the local import/export authorities to get project commodities and expatriate household effects in and out of the country.
  • Supervises the recruitment of short- and long-term staff.
  • Manages the local insurance contracts (health, personal accident, and property).
  • Overseas travel arrangements, clearances and hotel reservation for all short-term consultants traveling to the field.
  • Ensures the security, safekeeping, and maintenance of all program property located on any of the office premises of the Cambodia AYL project.
  • Maintains petty cash fund.
  • Performs other tasks as assigned by the supervisor or equivalent.

Qualifications:

  • Must be a citizen of Cambodia
  • Minimum Bachelor’s degree in finance, accounting, auditing, business administration, or other related fields; graduate degree preferred
  • Minimum of five (5) years of experience with accounting, operations, finance, and/or logistics; experience with USAID projects preferred
  • Prior experience working in youth development, civic engagement, and/or supporting marginalized populations preferred
  • Demonstrated working knowledge of accounting systems and Microsoft (MS) Office, including ABACUS, MS Word, and MS Excel
  • Superior organizational and time-management skills; ability to manage competing priorities and meet multiple deadlines
  • Excellent communication, interpersonal, negotiation, and relation management skills and experience
  • Excellent written and oral communication and presentation skills in English required.
