HEKS/EPER (Swiss Church Aid) and Caritas Switzerland Cambodia are implementing the Nurture project with support of the Swiss Agency for Development Cooperation. All three organisations have long experience in Cambodia and well-established working relationships with the relevant government partners and agreed to work together at least until end of 2026, probably until end of 2030.
HEKS/EPER Cambodia has been working in Cambodia since the 1980s. It currently works across parts of eight provinces in Cambodia applying a market system development approach focusing on the promotion of inclusive and sustainable agriculture, climate change resilience and food security, and securing access to land. HEKS/EPER Cambodia is also an active member of the national NGO network, NGO Forum and participates in a number of thematic networks relevant to this project.
Caritas Switzerland engagement in Cambodia started in 2001 with a thematic focus on migration and climate change. It has implemented a community based DRR project in 50 villages in Banteay Meanchey Province from 2014 to 2021. DRR Village Committees and participatory community-based planning, culminating in Community Action Plans and active FWUCs, were key activities of that project.
The Nurture Project addresses climate resilience of smallholder farmers using a systemic approach addressing a range of problems associated with financial, technical, institutional and informational gaps, which are preventing farmers from transitioning to greater levels of resilience. The project’s overall goal is that:” Vulnerable smallholder farming households and their communities are more resilient to climate change and have increased incomes through climate proofing of agroecological farming systems. "
The project covers four provinces (Battambang, Banteay Meanchey, Oddar Meanchey, Preah Vihear Province). 12 districts and 36 communes have been prioritized for initial activities. Existing irrigation systems as well as rainfed upland areas will be targeted with the aim to increase smallholder farmers’ yields, improve access to water, enhance adoption of agroecological practices and diversify farming systems and incomes. A focus away from rice monocropping and towards a market-oriented diversification will be key in this. Successful SDC supported predecessor project approaches of strengthening smallholder farmers through private sector engagement will be continued and built upon and synergies with other projects with related themes will be actively sought.

Monitoring and Results Measurement (MRM) Manager (1 Position)

The position:
The Monitoring and Results Measurement (MRM) Manager is responsible for the overall establishment and management of the MRM System and for fostering project-based learning.
In this role you will play an important part in steering the decision-making process of the Project through the timely delivery of information related to project implementation. You will be pivotal in ensuring adaptive management throughout the Nurture Project, building a culture of learning and producing relevant knowledge management material that can inform staff and other practitioners. In this role you will be working in close collaboration with the Team Leader and the Project Management Team in Siem Reap, the Regional Specialist on Market Systems and MRM, and the programme monitoring unit at HEKS-EPER in Phnom Penh.
Staff management responsibilities include the supervision, management and mentoring of the Monitoring and Results Measurement (MRM) Officer(s).

Key tasks and responsibilities
Establishment and management of the Monitoring and Results
- Further Develop Nurture’s MRM System based on the Donor Committee for Enterprise Development (DCED) Standards and ensure the overall functionality of the system.
- Develop and maintain relevant processes and procedures to ensure that the MRM system is functioning effectively,
- Take a leading role in impact aggregation, assessing the log frame targets and qualitive assessment on the necessary log-frame indicators.
- Lead the process of developing result chains in close collaboration with project staff and ensure that the result chains are updated and utilised as a learning and management tool.
- Manage and supervise data collection and management within the project in collaboration with the Monitoring and Results Measurement (MRM) Officer and the implementation teams of Nurture.
- Responsible for quality and timely monitoring activities in the field; aggregating impact and outreach as set project indicators and targets.
- Communicate with the Nurture Team Leader on project quality, effectiveness, impact and strategic steering
- Lead baselines, market systems analysis and other assessments on the ground with technical backstop from Regional Specialist and other specialists.
- Plan assignments of consultants and manage those for tasks related to evaluations, case studies development, baseline data collection etc.
- Lead regular project reviews and reporting of results, particularly quarterly, semi-annual and annual reviews and collaborate with other team members in the aggregation of reports for various interventions.

- Coordinate and work with MEL unit of HEKS/EPER Cambodia, Caritas, and SDC for all tasks related to M&E.
Knowledge Management and Learning (30%)
- Build a culture of learning within the team and ensure that the learning stemming from project implementation is disseminated and absorbed among all staff members. Document best practices, innovative approaches, success stories and challenges across the project to promote learning and knowledge sharing from intervention design and management.
- Lead and contribute to the development of knowledge management material (e.g. sector briefs, success stories, lessons learnt and best practices briefs) related to the implementation of project activities and the results stemming from implementation.
- Build capacity of project staff and in monitoring results and in capturing learning, as well as using effectively learning tools that have been developed.
- Lead the development of Knowledge Management and Learning material and ensure that these are disseminated effectively to a range of audiences.
- Supporting dissemination of project progress during various events
Requirements
Key Requirements
- Relevant tertiary qualification in business studies, economics, statistics and development studies, M&E studies, or another relevant field. A post-graduate level qualification is desirable.
- At least 5 years of professional experience in monitoring and results measurement or as a business analyst in the field of agriculture.
- Experience with the implementation of Market Systems Development programming
- Experience in delivering and facilitating capacity development activities related to monitoring, evaluation, and learning.
- Excellent command of data analysis tools with Excel being a primary requirement.
- Excellent analytical and report writing skills.
- Excellent communication and facilitation skills and experience conveying complex information to stakeholders of varying levels of experience or ability.
- Prior experience with Bi-Power and other relevant data visualization tools (e.g. Tableau)
- Fluency in Khmer and English.
Distinctive Advantages
- Knowledge of the DCED standards is a distinctive advantage.
- Prior experience in analytical roles in the private sector is considered an asset.
