A project on “Promoting Climate-resilient Livelihoods in Rice-based Communities in the Tonle Sap Region- GCP/CMB/045/LDF” will be implemented in the five provinces around Tonle Sap Lake—Pursat, Battambang, Banteay Meanchey, Siem Reap, and Kampong Thom in Cambodia from 2023 to 2027. The project is funded by the Global Environment Facility (GEF) through the Food and Agriculture Organization of the United Nations (FAO). The objective of this project is: Rice based communities in the Tonle Sap region of Cambodia reduce their climate vulnerability and increase their resilience to climate change through an ecosystem-based, market-driven approach.

This five-year project will be delivered by the General Directorate of Agriculture (GDA) of the Ministry of Agriculture, Forestry, and Fisheries (MAFF) and the General Directorate of Local Community (GDLC) of the Ministry of Environment (MOE). Technical and operational execution will be augmented by IRRI, WCS and other partners. FAO will provide technical and administrative supports. The project will be guided by a Project Steering Committee chaired by MAFF, advised by a Technical Advisory Group, and coordinated by a Project Management Unit located in GDA of MAFF.

The project is looking for a qualified International Consultant to conduct VRAs incorporating AEZ modelling for longer term adaptation planning to be based in Phnom Penh.

Key Responsibilities:
Under the overall supervision of the GDA Director General and in collaboration and coordination with the project partners (IRRI, WCS and others), he/she will be responsible for guiding the implementation of the activities relating to the conduct of Vulnerability Risk Assessments (VRAs) and the integration of Agro-ecological Zone (AEZ) modelling into this process in consultation with the other international and national consultants/experts. He/she will have strong technical background on mainstreaming adaptation planning in agricultural sector and documented experience of the conduct of similar exercises to strengthen the local planning processes and integration of climate change adaptation measures.

More specifically, he/she will:

  • Assess the progress of work on the conduct of VRAs that has been undertaken by MOE as well as MAFF.
  • Assess the progress made under the GEF’s Capacity Building Initiative for Transparency (CBIT) with regard to strengthening the collection of accurate and timely information by sub-national authorities responsible for the agriculture and natural resources sectors.
  • Provide guidance in the application of the FAO Tool for Agroecology Performance Evaluation (TAPE)
  • including updating the existing survey instruments that were developed, and the delivery of supplementary training for GDA and GDLC staff, as well as MOE General Directorate for Environmental Knowledge and Information (GDEKI), on their application, including its use for monitoring Sustainable Rice Platform (SRP) relevant dimensions and integrating these into the broader context of climate resilience, agro- ecology, and rural development.
  • Guide the collection of relevant spatial data that affect the agricultural ecosystem including climate data,
  • soil characteristics, topographic data, land use cover and vegetation indices that can be used to define the AEZs through the use of open-source remote sensing data as well as other sources of information and assign relevant weights based on their relative importance in defining the AEZs.
  • Deploy clustering algorithms to group locations with similar composite scores into distinct AEZs and support this through the conduct of ground truthing exercises to validate the modelling
  • Identify the key indicators of vulnerability within the context of agricultural production and anticipated climate change impacts and select a set of vulnerability indicators that are relevant to the AEZs that are identified during the modelling process.
  • Lead the process for the conduct of VRAs in the five target provinces to provide policy makers and other key stakeholders a basis for well-informed decision making for climate resilient land-use planning in the
  • agriculture sector and provide guidance for the integration of AEZ modelling into the VRA process within the target provinces.
  • Design training modules and assist in the delivery of Training of Trainor sessions for the GDA and GDLC teams as well as other service providers on the AEZ modelling and VRA procedures to develop skills and
  • enable wider adoption of the approach in other provinces.
  • Facilitate awareness raising workshops for a wide range of stakeholders including representatives from other projects on the process to promote its wider application in the development of community-based local adaptation plans (LAPs) and to enhance the incorporation of locally specific climate-resilience priorities into the Commune Investment/Development Plans (CIPs/CDPs).
  • Carry out any other relevant duties as required in order to achieve the above tasks.


Required competencies/qualifications:

  • Advanced university degree (at least a master’s degree) in agricultural or natural resource sectors and/or relevant subject matters of the project with at least 5-year international experience. Prior working experience in Cambodia will be an asset.
  • At least 5 years of professional experience with strong technical background on conduct of VRAs at sub- national level and detailed knowledge of the procedures for development of AEZ modelling and familiarity
  • with established FAO procedures such as TAPE.
  • Strong writing skills, with demonstrated experience in preparing of project documents and other technical briefs, and presentations.
  • Good command in both languages- spoken and written English and Khmer (preferable).
