A project on “Promoting Climate-resilient Livelihoods in Rice-based Communities in the Tonle Sap Region- GCP/CMB/045/LDF” is being implemented in the five provinces around Tonle Sap Lake—Pursat, Battambang, Banteay Meanchey, Siem Reap, and Kampong Thom in Cambodia from 2023 to 2027. The project is funded by the Global Environment Facility (GEF) through the Food and Agriculture Organization of the United Nations (FAO). The objective of this project is: Rice based communities in the Tonle Sap region of Cambodia reduce their climate vulnerability and increase their resilience to climate change through an ecosystem-based, market-driven approach.
This five-year project is implemented by the General Directorate of Agriculture (GDA) of the Ministry of Agriculture, Forestry, and Fisheries (MAFF) and the General Directorate of Local Community (GDLC) of the Ministry of Environment (MOE). Technical and operational execution is being augmented by IRRI, WCS and other partners. FAO will provide technical and administrative supports. The project will be guided by a Project Steering Committee chaired by MAFF, advised by a Technical Advisory Group, and coordinated by a Project Management Unit located in GDA of MAFF.
The project is looking for a qualified International Consultant on sub-national CCA planning in the agriculture sector to be based in Phnom Penh.
Key Responsibilities:
Under the overall supervision of the GDA Director General and in good collaboration and coordination with the project partners (IRRI, WCS and others), he/she will be responsible for providing guidance on the improvement of the cross-ministerial and cross-sectoral coordination in climate change adaptation (CCA) planning and agriculture in collaboration with the Cambodia Climate Change Alliance (CCCA). He/she will have strong technical background on mainstreaming CCA planning within the agricultural and natural resource sectors and experience of strengthening local level data collection and planning process within a decentralised system.
More specifically, he/she will:
- Provide guidance in the deployment of the multi-sectoral platform contributing to CCA aspects that has been established under the FAO Capacity Building Initiative for Transparency (CBIT) as the basis for the establishment of an inter-sectoral network for scenario building for CCA planning.
- Conduct initial mapping of current agriculture sectors CCA data management roles and procedures, building on previous existing assessments.
- Identify opportunities for strengthening the collection of CCA-related data including the deployment of
- climate modelling and remote sensing but also engagement at the local level through community-based involvement in monitoring programs and generating ground truthing information.
- In cooperation with the National Council for Sustainable Development (NCSD) under the MoE General Secretariat for Sustainable Development (GSSD), as well as the National Committee for Democratic
- Development Secretariat (NCDDS) under the Ministry of Interior (MoI), identify mechanisms for improving the flow of CCA-related data for aggregation and planning by supporting the connection of commune level data to the NCSD portal.
- Provide guidance for the development of protocols for sub-national CCA-planning in the agricultural sector
- with the adoption of formats and timing that align as much as possible with those of other sectors to support a streamlined inter-sectoral planning process at sub-national levels and to guide the drafting of Local Adaptation Plans (LAPs) and their integration into the Commune Investment/Development Plans (CIPs/CDPs) to facilitate access to the project financed Community-led Resilience Investment Packages (CRIPs) as well as other value chain investments
- Support further collaboration with the CCCA to enable GDA and GDLC to provide relevant inputs into the development of the agricultural dimensions of the on-line tracking system for the Cambodia NDC as well as related linkages between the NDC and Sustainable Development Goals (SDGs).
- Carry out any other relevant duties as required in order to achieve the above tasks.
Required competencies/qualifications:
- Advanced university degree (at least a master’s degree) in agricultural or natural resource sectors and/or relevant subject matters of the project with at least 5 years of international experience. Prior working experience in Cambodia will be an asset.
- At least 5 years of professional work in supporting CCA planning and local level data collection and planning processes.
- Strong writing skills, with demonstrated experience in preparing of project documents and other technical briefs, and presentations.
- Good command in both languages- spoken and written English and Khmer (preferable).
