1.    Overview of the Assignment

Objectives: Conduct an impact assessment to find out the overall impact of farmers practicing conversative agriculture or agroecology.
Duration: December 1st, 2023 to December 31st, 2023

2.    Swisscontact Cambodia
Swisscontact - the Swiss Foundation for Technical Cooperation is an independent, non-profit foundation based in Z├╝rich, founded in 1959 by leading figures from the Swiss private sector and Swiss universities. It is exclusively involved in international development, active in more than 38 countries with
120 programmes with more than 1,000 staff members. At the heart of all Swisscontact’s work stand the private sector and its crucial role for achieving more inclusive economic growth. Swisscontact approaches this  through 8 working areas: Initial Vocational Education and Training, Labour Market Insertion, Upskilling and Reskilling, Sustainable Agriculture, Trade, Green Cities, Tourism and Entrepreneurial Ecosystem. Swisscontact has been present throughout South-East Asia for more than 30 years. Swisscontact has been operating in Cambodia since 2013, establishing its office in the country in April 2016.

3.    ISA Overview
The Innovation for Sustainable Agriculture (ISA) is financed by the Happel Foundation, the Marcuard Family Office, among other donors, and is part of the Swisscontact Development Programme, which is co-financed by the Swiss Agency for Development and Cooperation (SDC), Federal Department of Foreign Affairs FDFA. In line with the aspirations of the Royal Government of Cambodia, ISA will work to make the Cambodian agriculture sector move towards sustainable intensification. The project will support existing public and private institutions to provide appropriate sustainable technologies and techniques to smallholder farmers. It will do so by piloting new business models in extension and other services. The project will work closely with the Ministry of Agriculture, Forestry and Fisheries and its various Departments, Universities, and the private sector.

4.    The Assignment and Objective
4.1.    The Assignment
The assignment is to conduct an impact assessment for ISA interventions collaborated with public and private actors to promote conservative agriculture and agroecology in Cambodia.
This study aims to assess the impact of the ISA interventions has on the smallholder farmers primarily on their productivity, income increase, and transitioning towards conservative agriculture and agroecology.
4.2.    Objective
The objective of the assignment is to collect data from the provided sample lists, primarily to find out the impact of ISA project. It also aims to assess the quality and relevance of the impact on farmers based on project KPIs.
As a result, ISA team will be able to use the information obtained from the impact assessment to improve future possible interventions as well as to foster market system change based on the collected informations.

5.    Scope of Work, Methodology, Deliverables and Estimated timeline
5.1.    Scope of work
The consultant is responsible to lead field data collection with sampled farmers in the project locations, and analyse data to respond to the key research questions. The study will be conducted with approximately 300 farmers in Battambang, and Preah Vihear provinces.

5.2.    Specific Tasks
a)    Desk    review    of    the    interventions,    key    indicators    and    research questions, survey questionnaires
b)    Familiarize  the given  samples  based on  access  list,  address  and contact information
c)    Training of enumerators to conduct survey and preparation for field work including all logistics
d)    Enumerators schedule interviews with sampled farmers via phone calls (with standard talking points)
e)    Establish    quality    assurance    to    address    the    incomplete    and inconsistent responses
f)    Meeting with the project team to provide a summary of interview statistics and present methodology for analysis
g)    Provide raw data collected in SPSS ready format
h)    Analyze  data  and  produce  summary  report    on  findings  as  per research objectives
Throughout the assignment, MRM team and the consultant will proactively be working together to ensure the consistent flow and clarity of information in order to guarantee a positive outcomes.

5.3.    Deliverables
a)    Overall workplan and timeline
b)    Khmer and English version of survey questionnaires
c)    Recruit and train enumerators
d)    Fieldwork plan and arrangement
e)    Raw data and for SPSS ready
f)    Final report in PowerPoint presentation format
5.4.    Estimated timeline
The estimated timeline from December 1st, 2023, to December 31st, 2023 or sooner.

6.    Requirements for the Consultant

  • Cambodian or foreign individual consultant or enterprise located in Cambodia.
  • Demonstrated capacity in planning and logistics carrying out similar studies.
  • Demonstrated access to a network of personnel for data collection and data entry.
  • Fluency in English, both written and spoken for reporting and communicating with project team. Data collection personnel must speak Khmer.
