Clear Cambodia (CC) is a Christian local NGO that has been implementing the projects under the aim of water and sanitation. The current mission is to help rural Cambodian citizens sustainably improve their health through increased access to safe water, sanitation facilities, and to a healthy environment. This position is based in Phnom Penh but 50% of the time travels to project sites at Preah Vihear, Stung Treng, and Ratanakiri provinces.
Clear Cambodia is now seeking qualified and dynamic candidate to fill in the position “Grant Accountant” base in Phnom Penh.
I. Main Responsibilities and Duties:
- Review financial transactions by ensuring the accuracy of accounting procedures and codes are adequate to internal control requirements.
- Ensure each financial voucher have sufficient supporting documents by examining the validation and accuracy of procurement document, invoice, receipt, etc.
- Ensure that appropriate approvals are obtain before releasing payment or financial adjustment.
- Facilitate making payments on time to staff or vendors such as reimbursement, cash advance, bank transfer.
- Record financial transactions, reconcile the cash and bank, and review the ledgers.
- Ensure the correct cashbook-closing cutoff date and cash balance.
- Process for new bank account set up and adding to the chart of accounts if any.
- Ensure responsible managers and staff understand about financial management requirements in their program.
- Involve in annual budget preparation, internal planning, and execution of the approved budget and work plan.
- Promote effective communication and leadership establishing effective coordination mechanisms for financial management.
- Provide regular financial reports required by the grantor, grantee, sub-grantees, governors, and NGO partners. This will include planning for delivering the regular financial report according to agreed timetables (monthly, quarterly, and annually).
- Assist readers in understanding their financial report by providing appropriate analysis, comment, highlighting on over or underspent, deadline, etc.
- Perform internal financial control processes to ensure appropriate transactions.
- Ability to brainstorm and design the works into logical worksheets and manage for systematic workflow.
- Be responsible for supervising and coaching 1 Provincial Finance Staff of the grantee and finance staff of sub-grantees, and 50% of the total hour is required to be based at project sites.
- Perform other duties as requested by supervisor.
II. Requirements:
- At least 3 years’ experience in the accounting field either companies or Non-Government Organizations.
- University degree in Finance, Accounting, and/or Administration, equivalent.
- Strong numeracy, with excellent arithmetic accuracy.
- Strong analytical skills with a proven ability to communicate complex information clearly.
- Comprehensive communication in English, including oral and written.
- Ability to use MS Office (Word, Excel), Peachtree, etc.
- Commitment to Clear Cambodia’s vision, mission, and values.
- Flexible and able to respond cheerfully to unexpected requests.
- Be patient, good team player and honest with a high level of humilities and strong attention to detail.
- Willingness to go the fields.
