Roles and Responsibilities
The Finance Manager reports directly to the Head of Finance and Fundraising. The Finance Officer and Accountant in Poipet, the Accountant in Neak Loeung, and the Accountant in Kep report directly to the Finance Manager. Overall Management
· In collaboration with the Head of Finance and Fundraising, ensure a professional and effective functioning Damnok Toek finance team, which includes supervision of finance officer and accountants in each of DT’s three branches.
· Ensure Damnok Toek’s finance management system aligns with the organisation’s statutes, internal policies & procedures, and external legislation.
· Represent the organisation towards donors, visitors and other external partners when required.
· Ensure the organisation’s finance policies and procedures are implemented, controlled and improved based on international minimum standards and national regulation.
· Ensure the Damnok Toek’s global budget is complete and transparent and that actual spending is in line with the budget and the bookkeeping reflects it accordingly.
· Provide accurate analytical financial information and reports regularly and based on request to the organisation’s Board of Directors, leadership, departments and branches, in close collaboration with his/her supervisor to facilitate strategic decision-making and planning.
Finance Management
· Collaborate closely with branch finance staff in Poipet, Neak Loeung and Kep, and provide support, training and coaching.
· Ensure all financial transactions are properly documented and uploaded on the internal Drive for data protection and to ensure records are kept for the length required by the organisations and donors.
· Monthly monitoring of the expenditure on all projects against the approved budget and report significant variations to his/her supervisor and relevant departments/branches.
· Provide the leadership with an overview table to monitor the organisation’s cash flow.
· Assist departments and branches with cost-effectiveness analyses and implementing internal financial procedures and systems.
Budgeting and Financial Reporting
· With Head of Finance and Fundraising, facilitate the annual budget-planning process in collaboration with the Program Department.
· Support the fundraising team in the development of new project proposals and budgets.
· Work with the Fundraising team and project coordinators to prepare financial reports for donors adapting to the compliance.
· Provide needed information for fundraising and communication activities.
· Travel regularly to project sites to ensure sound financial management according to each donors’ requirements.
Bookkeeping, audit and taxes:
· Ensure financial reporting and other documentation for donors and external stakeholders are submitted in a timely manner.
· Prepare monthly and yearly tax declarations for the organisation in a timely manner to the Tax Department.
· Administrate e-banking and prepare transactions for approval by authorized leaders.
· Monthly consolidation of the organisation’s bookkeeping, banking and cash on hand.
· Select and engage an external auditor firm for the organisation’s annual audit in collaboration with the Head of Finance and Fundraising.
· Coordinate and assist accountants in the external audit and follow up on findings accordingly.
· Perform other tasks as assigned by the supervisor.
Qualifications
· Bachelor’s degree in a relevant field, or relevant experience
· At least 5 years experience in finance management, and experience with personnel management an advantage
· Computer literate: skilled with using Microsoft Office, in particular Excel, and QuickBooks accounting software
· Fluency in written and verbal English and Khmer is a must.
· Strong planning skills, time management and analytical abilities, with attention to details
· Dynamic, honest and positive attitude, works as a team member, ability to work under pressure, interpersonal communication skills
· Respect the child protection policy and no prior offences in regard to children.
