POSITION DESCRIPTION:

The Implementation of the Social Accountability Framework (ISAF) in Cambodia aims to improve the quality and responsiveness of selected public services of sub-national administrations (SNAs) through more informed and engaged citizens. Through ISAF, citizens are informed about the Royal Government of Cambodia (RGC)’s selected services (basic education, health and commune administration services), empowered to have a constructive dialogue with sub-national service providers, and collaboratively propose joint actions to improve services.

Funded through Multi-Trust Fund administered by the World Bank, ISAF’s Phase 2 implementation will be through to end of 2025 in 20 Provinces, with the focus to scale up ISAF to over 1000 communes/Sangkats which includes the introduction of innovative integration of digital technologies, expansion of ISAF to urban areas and the extension to new services at a District Municipality Khan (DMK) level.

World Vision International (WVI) in Cambodia is one of the leading implementation organizations on the Demand side in partnership with numbers of local organizations. Specifically, WVI-C leads activities in five (5) areas, namely: i) Transparency and Access to Information; ii) Citizen Monitoring; iii) Implementation and Joint Accountability Action Plans (JAAPS); iv) Training and Capacity Development; and v) Civil Society Coordination and Support.

The Chief of Party (CoP) will be responsible for the overall leadership and oversight of the ISAF program. The CoP will have a keen understanding of the unique opportunities and challenges working on the demand-side of social accountability and to facilitate constructive dialogue and partnership with activities implementation on the supply side, towards shared goal of the improvement of selected public services, in particular for the most vulnerable communities. Reporting to WVI-C’s National Director and working closely with external partners and internal stakeholders (ISAF team, Director of Operations and Director of Resources Acquisition and Partnership), the CoP will ensure the achievements of desired results of ISAF.

The successful candidate ideally should have significant experience managing program, financial, and operations of the World Bank, development partners and other similar international donor-funded governance projects. Given the integration of ISAF activities across WVI-C’s multi sectors programs, having experiences with World Vision will also be advantage.

MAJOR RESPONSIBILITIES

Leadership & Technical Guidance

  • Provide managerial and leadership to direct reports and all ISAF team to deliver ISAF’s objectives.
  • Provide strategic direction for ISAF and support to the expansion and sustainability of ISAF
  • Ensure required technical requirements are met and relevant technical guidance is available for implementing partners and ISAF team.
  • Represent WVI-C coordinating the actions of multiple demand-side actors including sub-contracted local implementing NGOs (LNGOs) and a national demand-side capacity building agency (DSCBA); and liaising closely with supply-side actors, the SASD-TF Partnership Council and the World Bank as administrator of the SASD-TF nationwide.
  • Accomplish donor’s compliance requirements in ISAF projects such as WVA (a Grant - ANCP), Matching fund from WV, EU, WB Trust Fund, etc.
  • Play a key role in Coordination and collaboration with internal and external stakeholders for sustainable grant acquisition and positioning ISAF at National front.
  • Strengthen and integrate WVI-C advocacy approach through ISAF.

Program Quality and Funding Prepositioning

  • Develop and review in a timely manner the annual, semi-annual, and quarterly work plans for Program implementation. Sustain regular and quality reporting of grant implementation progress as per the grant Performance Framework and the Program Implementation Work Plan; develop and submit in a timely manner quality and accurate Program Update/Disbursement Requests (PU/DR) to donor
  • Ensure the availability of well-developed Monitoring and Evaluation (M&E) system, consistent with the grant and able to track and evaluate key interventions, assist in identifying gaps for decisions making, lessons learnt sharing and also build an evidence base of operational research and surveillance
  • Regular Meetings conducted with the emerging donor; and in coordination with Resources Acquisition and and Partnership Director, support the pipeline analysis and emerging opportunities in particular to acquire funding beyond confirmed available resources.
  • Promote gender equality, disability and social inclusion (GEDSI) across programs design/implementation and in team’s collaboration.
  • Provide support to LNGOs and CAFs as needed to participate effectively in quarterly meetings of district and provincial-level ISAF working groups and annual ISAF review meetings (at district and provincial level.
  • When relevant, promote ISAF’s good practices of programs implementation in Cambodia with the Community of Practice in East Asia region and beyond.

Grant/Finance Management and Compliance

  • Build and maintain productive working relationships with ISAF donors, project partners, and key stakeholders while ensuring compliance with project, government regulations, and World Vision’s policies and procedures. Serve as the primary liaison among all project stakeholders.
  • Direct the timely development of the grant fund program budget and monitor its execution on an ongoing basis so the compliance with WV’s grants obligations is maintained over the entire period of the performance-based funding principles.
  • Direct and oversee grant implementation, ensuring that all strategic objectives are met through proper design, staffing, implementation, and quality assurance.
  • Incorporate safeguarding policy and protocols in grant and project operations.
  • Coordinate working relations between all ISAF demand-side actors and liaise closely with supply-side actors
  • Provide oversight/direct support to work at the local level, including provincial, district and commune support and support to CAFs.
  • Support, as required, an “advisory service” established by the National Committee for Sub National Democratic Development Secretariat (NCDDS) to provide assistance to other line ministries interested in enhancing their social accountability practices and application of ISAF approaches.
  • In collaboration with NCDDS, conduct and document an annual ISAF learning forum.

Staff Management

  • Lead staff and provide staff care and lead by examples WVI’s core values, Our Promise for sustained well-being of children and annual Our Voice focus areas (including staff spiritual nurture in alignment with Christian values)
  • Positively engage with Programme Team and support   fulfilling WVI’s core policies including Child Protection, safeguarding, Code of Conduct, Conflict of Interest.
  • Ensure a high performing and motivated Team is sustained with clear objectives, implementation strategies, and Key Performance Indicators (KPIs). Conduct periodic individual and team performance reviews to ensure they meet both WVI’s and the grand fund standards, policies and procedures, and technical quality implementation are complied with.

Networking and Representation

  • Provide support for National Director as a potential member of ISAF’s Program Steering Committee (PSC).
  • Closely coordinate and collaborate with relevant Ministry, relationship and progress is pushed and attained/ accomplished.
  • Represent interact, build and nurture effective working relationship with internal and external relevant members.
  • Develop and maintain professional and institutional relationship with government ministries, donor, as appropriate through sharing of reports, concerns, updates and being transparent in the management of the grant.
  • When relevant, update ND and WVI-C Senior Leadership Team on the grant status and performance on a regular basis.
  • Work in close coordination with Operation department to ensure smooth implementation of the ISAF Program.
  • Proactively raise any concerns/issues to WVI-C Leadership and donor for quick and effective solutions.
  • Support/ organize Partnership Steering committee and working closely with ISAF INGO implementers.
  • Advise and lead the expansion and sustainability of ISAF with ISAF implementation partners, NCDDs, and key donors
  • Represent close relationship with sub-national administration, key departments, and local NGO partners to support to ISAF implementation in the target provinces

REQUIREMENTS:

  • A minimum of a master’s degree in management, social studies, rural development, and or relevant field of study.
  • At least 7+ years’ experience in the management of or in the administration of complex social accountability projects. Working with government bodies, local authority.
  • A minimum 4 years in a management position, supervising senior staff, in an international or multicultural environment at a national or international level.
  • Strong planning, organizational and management skills and ability to prioritize and handle multiple tasks.
  • Extensive experience in strategic, operational and administration management of Social Accountability project at the national level.
  • Strong and proven experiences of dealing, handling international donors and government, such as World Bank, EU, DFAT, government personnel at high level.
  • Strong ability to establish professional relationships and to work collaboratively with host government agencies, donors, civil society and community-based organizations (CBOs).
  • Extensive experience in financial and grants management, including sub-grant management, and budget and procurement control.
  • Proven experience of engaging, networking and influencing government and donors.
  • Demonstrated experience in working with grant funding and ensuring compliance with the GF requirements
  • Be committed to the well-being of children and able to adhere to the vision and mission of WV including commitment to gender equality and inclusion approaches.
  • Knowledge of Operational issues in social accountability, effective participatory M&E systems
  • Knowledge of supply chain management processes, financial management systems
  • Knowledge of development issues, trends, challenges and opportunities and implications to community development, particularly social accountability
  • In-depth knowledge of matters related to national level advocacy, social accountability strengthening and related ISAF implementation
