II. Background:
As the leading and longest established membership organization in Cambodia, the Cooperation Committee for Cambodia (CCC) has played a unique role since 1990 in strengthening the cooperation, professionalism, accountability, governance, and development effectiveness of the Civil Society Organizations that are working across diverse sectors in Cambodia.

III. Position Summary:  
The Administration and Human Resource Specialist (AHRS) reports directly to the Head of Operations. The core responsibility of the AHRS is to maintain effective and efficient human capital within CCC and ensure proper administrative and procurement to compliance with CCC policies and procedures practices. The AHRS will contributes to create and facilitate the change in the way of the administrative and procurement works and to assure adequate quality human capital toward achieving the vision and mission of CCC.

Key Expected Results:
The Administration and Human Resource Specialist is expecting to achieve the following key expected outcomes:  

  • Manage procurement and assets of the organization;
  • General Administration and Office Management;
  • Letter, email and message correspondence;
  • Office sanitization and refreshment management;
  • Facilitate HR performance management;
  • Provide ongoing staff capacity development including staff reflection;
  • Take a leading role in updating the HR policy and procedure;
  • Prepare monthly payroll for all staff.


Key Function and Major Responsibilities:

Administrative:

  • Ensure that office management and hospitality is in line with CCC's policy;
  • Provide supervisory oversight of the day to day activities of the support services unit;
  • Develop quarterly work plans for the administrative team to ensure quality hospitality and point of referral of all administration activities;
  • Ensure reliable and cost effective and quality logistics for all CCC core works and program activities (e.g. workshops, functions, etc.);
  • Ensure all of CCC properties and assets are properly managed including disposal asset;
  • Responsible for procurement in line with procurement policy and development contracts for all CCC essential services/suppliers;
  • Take appropriate action to the received incoming mails, e-mails (info emails), fax, etc. and hand delivery and/or email to the relevant in a timely manner; and ensure that they are kept orderly;

Human Resources:

  • Provide input to CCC HR Strategies including training and development plan and implementation;
  • Ensure effective implementation of all human resource aspects and activities (e.g. employee communications, recruitment and hiring, facilitation of staff performance plan and appraisal, and staff development plan, exit interviews etc.);
  • Initiate review of organizational HR policies and practices to ensure they continue to support the organization’s needs with support from direct supervisors and external technical assistance;
  • Build strong relationships with HR and Administrative experts and practitioners from CCC Membership, NGO community and the corporate sector;
  • Provide technical support to program team to conduct learning forum on human resource management and facilitate and conduct assessments or research related to HR issues including salary survey, turnover rate…etc;
  • Develop and maintain the relevant data systems to ensure the effective HR management within CCC;
  • Prepare monthly staff payroll for all staff.

  • Improved quality of CSO services;
  • Improved enabling environment for CSOs;
  • Increased collaboration among CSOs;
  • Increased capacity of CCC in performing its roles as CSO coordinator, networker and advocate.


VI. Competency and Skills Requirements:

  • Demonstrated ability to work independently and with team to achieve the vision, mission, values of CCC;
  • Demonstrated ability to think strategically and critically;
  • Self-motivated and organized, with strong planning and problem-solving skills;
  • Excellent communication, interpersonal, management and networking skills;
  • Good negotiation skills;
  • Demonstrated ability to effectively manage performance of staff and provide advice or support when needed.


VII. Qualification Requirements:
Education:

  • Master degree in Business and Administration Management, Human Resource Management or related field Master (or BA with extensive experience in Human Resources Management)

Experiences:

  • Minimum 5 years’ experience on Human resource and administration filed;
  • Experience coaching or facilitating forums/training/workshops on administration or Human Resource issues;
  • Experience in gathering data on HR statistics;
  • Experience in managing the procurement process;
  • Experience in managing organization asset and etc.

Language Requirements:

  • Fluency in English and Khmer
