POSITION DESCRIPTION:
A Senior Leadership Team member providing overall strategic financial leadership and ensure excellent financial management focus on accountability, stewardship, resource optimization, planning and budgeting in support of achievement of National Office strategic program objectives.
MAJOR RESPONSIBILITIES
- Provide strategic Finance leadership, direction, and management to the Organization, and specifically Finance Team to achieve strategic objectives.
- Develop strong networks internally (other NOs, SOs and partnership entities) and externally (other NGOs, banking entities, communities, etc.) through effective communication, relationships and twin citizenship.
- Ensure financial accountability and compliance with WVI policies, guidelines and laws of the country.
- Ensure compliance with WVC, WVI and Donors budgeting, funding and expenditure policies and procedure.
- Ensure Internal Control systems and procedures are implemented to manage and mitigate all Financial Risks in WVC and partnered projects.
- Promote financial stewardship and cost efficiency within the organization through planning, monitoring and process improvements.
- Manage employee payroll and benefits payments accurately, efficiently and timely.
- Lead and manage business process improvements for efficient and cost-effective finance processes.
REQUIREMENTS:
As part of the World Vision International-Cambodia mandate requirements for new staff, all candidates who are offered jobs are required to produce Local Police Clearance Certificate prior to the date of joining the organization.
- MBA in Finance, MSC in Finance/Accounting/Auditing
- At least 5 years’ experience in finance and administration management position with medium business/medium NGO/government agency
- Minimum 2 years’ experience in finance management position
- Familiarity with World Vision systems and structures
- Knowledge in ACCA, CIMA, CPA or equivalent preferred
- Advanced knowledge of Computer Accounting Software, Microsoft Office, Lotus Notes or similar database, email and Internet programs
- Strategic thinking skill
- Strong business analytical skill and problem-solving abilities
- Ability to networking and negotiating.
