Position: Project-Based Mentor Based in Kampong Cham Province (KAPE)__Deadline:31-October

Kampuchea Action Promote Education, a local NGO based in Kampong Cham, seeks a qualified National Candidate as Project-Based Mentor base in Kampong Cham Province for a newly inaugurated project called Happy Cambodian Children (HCC) that will intensively increase educational quality and access in 55 primary schools and 1 community kindergarten in Kampong Cham, Tbaung Khmum, Kratie, Siem Reap and Ratanakiri Provinces. This is a project that will as part of a partnership with Kinchan Foundation. The project is implementing in close cooperation with the District Office of Education (DoE) and also Provincial of Education (PoE) in the target areas. This project will be implemented over 6 years starting 2017 with eventual expansion to other provinces.

The Project-Based Mentor will provide assistance to HCC project to ensure that activities adhere to the educational quality standards intended and carry out the program work plan and meet objectives of each component. The Project-Based Mentor will provide oversight and support to both state and contract teachers in the implementation of all technical supports and teacher upgrading activities.

Main Duties and Responsivities:
1.    Background Preparation
  • Review all relevant documents to gain the necessary background on the various projects.
  • Do research on recent developments in pedagogy such as teaching and learning approaches, teaching techniques, and teacher professional development and mentoring activities, as necessary.
  • Become familiar with KAPE operating manuals, namely the Personnel, Administrative, and Financial Procedures.

2.    Planning & Coordination
  • Work with the Project Manager and Technical Coordinator to develop a work plan and budget plan in collaboration with other project staff and stakeholders.
  • Revise the work plan as necessary, based on changes in programming and context.
  • Assist in organizing regular monthly/quarterly meetings of project team, school directors, teachers, and etc to ensure proper oversight of the project.

3.    Technical Implementation
  • Work with KAPE consultant, advisors, and Technical Coordinator to create the teacher upgrading packages for HCC project.
  • Facilitate with DoE and school directors to set up the school based professional learning community (PLC).
  • Pioneering the systematize of continuous professional development (CPD) for teachers at the school and project level.
  • Set up the mentoring program for the project by conducting the mentor conferencing at least once a month (either electronically or face-to-face), preparing site visits at least once a month or more, reviewing and sharing practice on Observic, and tabulating scoring of Mentees on Observic.
  • Work with PoE, DoE, and project team to identify the potential contract teachers and dedicated contract teachers.
  • Review the career path of the contract teachers and provide technical support based on their needs.
  • Work with CPDMO and NGPRC to ensuring that the contract teacher and state teacher training courses can be accredited.
  • Work with the Project Manager and Technical Coordinator in the development of training manuals for improve teaching techniques, leadership program, and the additional teaching and learning materials if needed.
  • Provide teaching training or other require training to improve the capacity of teachers and school director for promoting the quality of education.
  • Share the knowledge and experiences of the teacher mentoring program implementations for monthly technical meeting at cluster and school levels.

4.    Monitoring and Evaluation
  • Develop monitoring and evaluation tools such as survey and data collection schedules to oversee the proper implementation of the project and assist with monitoring and evaluation efforts focused on improved quality and management.
  • Monitor and oversee the operation of all activities pertaining to teacher upgrading program by using both formal and informal assessment instruments especially for training and mentor supports to ensure that the project indicators are being monitored regularly.
  • Develop assessment tools to gather information on the agreed indicators submitted to the donor. The assessment tools should include protocols to be observed when collecting data.
  • Communication
  • Assist in maintaining good communication between the Provincial Office of Education (PoE), DOE, school directors, teachers, the project team, and stakeholders.
  • Coordinate work with the other NGO Partner particularly KrY Association if needed.

5.    Administrative and Financial
  • Make travel requests, and other administrative tasks relating to the implementation of the project.
  • Prepare budget requests for implementing project activities according to the budget line and work plan.

6.    Other Responsibilities:
  • Perform other duties as assigned by direct supervisors.

Required qualifications:
  • Having educational master of the mentoring field from Ministry of Education
  • At least 2 years of experience in teacher training and/or school development
  • Ability to work in a team
  • Ability to monitor project implementation based on indicators agreed with the donor.
  • Good administrative skills for managing an education development project.
  • Ability to work well with the government education system and school directors.
  • If government staff must have official Leave of Absence (Suspension of unpaid work from civil servants)

Salary Range: 2,300,000  - 2,800,000  based on candidate qualification.
