Background

With more than 100 Chapters worldwide, we work together with all relevant stakeholders including the government, civil society organisations (CSOs), development partners (DPs), private sector, media and individuals to promote integrity and reduce corruption.

Better Living Conditions for all Workers (BELIEVE) Programme is a joint initiative in partnership with the Cambodian Labour Confederation (CLC) and other unions to strengthen the role of trade unions to better advocate and rally to improve working conditions throughout Cambodia.

Overall goal of the programme: Workers in formal and informal economic sectors, daily sub- contracted workers, and self-employed, especially women, can exercise their rights to collectively bargain for better working conditions, fairer wages, and safe working environment.

Specific objective of the programme: Workers, union leaders, and their support networks can enjoy their right to freedom of association, safely hold meaningful public debate, and influence the economic decisions.

1.    Main Responsibilities:
The main roles of the Manager is to manage Transparency International Cambodia’s BELIEVE Prgramme and deliver all expected outputs and expected results.

a.    Plan and execute all activities and ensure the delivery of all expected outputs of the programme specified under the Result Assessment Framework (RAF);
b.    To work closely and in partnership with TI Cambodia’s partners (sub-grantees) to ensure the delivery of their specific outputs based on the grant agreements; and
c.    Work closely with TI Cambodia’s MEL Team to effectively monitor and assess the impacts of the programme and ensure timely delivery of high quality and result-oriented reports to the Management Team, the Board of Directors and donors of TI Cambodia.

2.    Specific Responsibilities:
  • Work closely with the Director of Programmes to plan, execute and monitor the BELIEVE programme of TI Cambodia;
  • Supervise the team and play a leading role in delivering and achieving the expected outcomes, outputs, and results/impacts of the programme as stipulated in the Result Assessment Framework.
  • Ensure smooth and effective day-to-day operation and implementation of the programme and ensure an effective management of Programme’s finance;
  • Keep track and monitor progress of the programme based on MEL Plan;
  • Contribute to the production of regular result-oriented reports of the BELIEVE programme to the Management, the Board and donors;
  • Ensure effective communication with key stakeholders from the government, chambers of commerce and businesses. Provide important business briefs on relevant subjects to all stakeholders; and
  • Perform other tasks, which are required by the Director of Programmes and Executive Director of TI Cambodia.

3.    Expected results and impacts of the programme:
  • Expected outcomes, outputs and impacts of BELIEVE Programme, which are stipulated in the Result Framework, successfully delivered on time and within the allocated budget;
  • Effective Monitoring and Evaluation of Programme ensured and enhanced;
  • Regular reports and updates produced and presented to the Management Team, the Board of TI Cambodia and the donors;

4.    Qualifications and Experience
  • At least a Bachelor’s Degree in related field;
  • At least 3 years of experience in managing projects with reputable entities or development partners in Cambodia or the region;
  • Understanding of Cambodia’s social and political context and possessing an up-to-date information of both economic and political development is an asset;
  • Ability to build and maintain good communication and relationship with stakeholders including the government and relevant stakeholders;
  • Experience in developing interactive training materials and delivering training programmes is an asset;
  • Willingness and be determined to promote integrity and fight against corruption, promoting rule of law, human rights and democratic governance in Cambodia;
  • Willingness to work as part of a dynamic team to implement the Business Integrity Programme with TI Cambodia in the long term;
  • Fluency in English and fluency in Khmer is considered as an advantage;
  • Be committed to TI Cambodia’s core values and policies including zero-tolerance against corrupt practices; and
  • Possess an excellent inter-personal skill, be a result-oriented and creative person who requires minimal supervision.
