GIZ is a Federally Owned Enterprise and is supporting the German Government in achieving its objectives in the field of international cooperation for sustainable development.
The textile project cluster of GIZ Cambodia comprises three projects: the regional FABRIC project (Fostering and Advancing Sustainable Business and Responsible Industrial
Practices in the Clothing Industry in Asia), the bilateral textile project (Sustainable Textile Industry in Cambodia) and the global IGS project (Initiative Global Solidarity). All three projects are aimed at improving different aspects of sustainability in the textile industry and are therefore implemented by one team – the FABRIC Cambodia team. The projects are projects of the German development cooperation, act on behalf of the Federal Ministry for Economic Cooperation and Development (BMZ) and are implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH. This assignment lies within the scope of the IGS project.
We intend to seek a Cambodian resident consultant(s)/a locally registered consulting firm to award the services/ works described in the enclosed Terms of Reference (ToR).

You should not contact other GIZ personnel unless directed to do so by the GIZ representative. GIZ reserves the right to disqualify and reject proposals from suppliers who do not comply with these guidelines.

Offer No. 83447542- Developing a practical Guidance on responsible business conduct for the garment, footwear, and travel goods (GFT) sector in Cambodia
until 23:59 on 01.10.2023 (offers sent after this date will be automatically disqualified). If more than one offer is received from a bidder in response to a tender, only the most recently submitted offer will be considered.
The default size of e-mails is limited to 30 MB. Above that, GIZ's email servers refuse the message and its attachments. If necessary, send more than one e-mail.
In case of bigger files, it is possible to transfer the file via GIZ’s File transfer service: https://filetransfer.giz.de. GIZ accepts only this specific file transfer solution for submission of documents exceeding the default mail size of 30 MB.
Non-compliance may result in your bid not being considered.
The bids received shall be evaluated by GIZ regarding their technical content (70%) and by their commercial aspects (30%) whereupon the bidders shall be ranked. Contractual negotiations are generally commenced with the first bidder on the list. Should these negotiations not be successful, the second bidder on the list shall be invited to commence negotiations.
GIZ is not responsible for the failure of electronic delivery of e-mail messages to the address provided, either for technological problems on the part of GIZ or the candidate.
This invitation to tender is in no way binding on GIZ. The GIZ’s contractual obligation commences only upon signature of the contract with the successful Tenderer.
Up to the point of signature, GIZ may either abandon the procurement or cancel the award procedure, without the candidates or tenderers being entitled to claim any compensation.
All costs incurred in preparing and submitting tenders are borne by the tenderers and cannot be reimbursed.
All tenderers will be informed in writing of the results of this tender process. Planned schedule for the rest of the procurement procedure:

- NGOs wishing to join this tender must have a valid business certificate (Patent) showing that they can provide commercial services to the public.
- For a locally registered consulting firm please provide business certificated (Patent)
- Cambodian resident consultant(s) the amount offer is gross withholding Tax (WHT) is included). 15% WHT will be deducted from the total amount for the performance of services including management; consulting; and similar services to resident taxpayer (not registered for VAT)
