Position: Research, Evaluation, Accountability, Learning, and Monitoring Manager (Save the Children)__Deadline:24-September

The Research, Evaluation, Accountability, Learning, and Monitoring (REALM) Manager is a key position within the Country Office. S/he oversees the design and implementation of a quality, comprehensive and integrated MEAL System that meets SCI standards, MEAL staff management, mentorship, and development; strategic and annual planning, internal reporting, as well as programme development and MEAL resources.

S/he will lead in designing, managing, analysing, and reporting research and evaluation as well as relevant learning activities. At the project level, s/he will take a leading role in promoting evidence-based decision-making and learning to improve the interventions. At the organisational level, he/she will support the Head of Evidence and Learning to maximise existing/new fora at national and global levels to share and learn from program evidence, including project, thematic meetings, forums, etc.

S/he is a member of the Strategy, Program Development and Impact (SPDI) Department and a key player of the extended senior management team of the country office.

The manager will also have overall responsibility and oversight of the accountability mechanism, implementation and data consolidation, and in the case of any emergencies, s/he will support the emergency response by leading assessment teams and providing capacity building on emergency assessment tools, guides, and methodologies of data collection.

Qualifications and experience

  • At least Master's Degree in Social Sciences with emphasis on research, monitoring and evaluation (qualitative and quantitative methodologies) from internationally recognised universities

Essential

  • A minimum of 3 years managing personnel, with emphasis on capacity building, coaching and mentoring, and demonstrated experience leading teams.
  • A minimum of 10 years relevant work experience in leading and managing Research Monitoring, Evaluation, Accountability and Learning, 7 of those years with development agencies.
  • Extensive experience in designing qualitative and quantitative data collection tools, carrying data collection, developing data quality assurance, carrying data processing, conducting data analysis, and reporting

Desirable

  • Advanced knowledge and skills in Research and M&E methodologies (conceptual and operational), both qualitative and quantitative
  • Knowledge of advanced qualitative and statistical analysis techniques.
  • Strongly competent in research and evaluation report writing.
  • Demonstrated quantitative analytical skills, including the use of STATA, SPSS, or other open-source applications and skills in analysing, interpreting, and communicating information to a variety of stakeholders.
  • Knowledge and skills in designing, managing, and implementing mobile applications, particularly Kobo Toolbox for data collection.
  • Experience in conducting assessments, research, and evaluative studies.
  • Advanced skills in MS Excel.
  • Ability to positively influence cross-departmental and cross-sector working.
  • Strong interpersonal and communication skills.
  • Strong facilitation and presentation skills.
  • Fluency in written and spoken English and Khmer.
  • Ability and willingness to travel to all parts of the country.
  • Ability and willingness to dramatically change work practices and hours and work with incoming teams in emergencies.
  • Commitment to and understanding Save the Children’s aims, values and principles, including rights-based approaches

Contract length: Unspecified Duration Contract (UDC).
