Position: National Programme Officer for Governance (Swiss Agency for Development and Cooperation)__Deadline:31August 2023

The Swiss Agency for Development and Cooperation (SDC) is Switzerland’s international cooperation agency within the Federal Department of Foreign Affairs. SDC is responsible for the overall development activities and for the humanitarian aid delivered by the Swiss Confederation.

The Swiss Development Cooperation in the Mekong region focuses on Lao PDR and Cambodia, complemented by regional programmes involving other countries in the region. It aims at reducing poverty, specifically improving the living conditions of poor and marginalized people, and at the socio-economic integration within the ASEAN-region. The programmes of the Swiss Development Cooperation focus on Governance and Citizen Participation, on Climate Change and Natural Resource Management as well as on Inclusive Economic Development with a focus on Technical and Vocational Education and Training (TVET). Gender equality, Disaster Risk Reduction / Climate Change Adaptation and Governance are cross-cutting issues and are integrated in the whole program. The Swiss Cooperation Office in Cambodia is looking to fill the position of

National Programme Officer
for Governance
(Full-time, Phnom Penh)
Start of work: 1 October 2023 (or upon agreement)


We are looking for a professional with: sound experience in project management; expertise in the fields of governance, decentralisation, civil society engagement and in creating a conducive environment for a socially and environmentally responsible private sector. The person should have extensive experience in development cooperation work; experience in aspects related to a human rights based approach and conflict-sensitive project management, quality assurance and monitoring & evaluation of development projects.  

Major tasks and responsibilities for the position include:

Portfolio development and project cycle management

  • Contribute to the overall operational, administrative and financial planning, monitoring and steering of the respective thematic portfolio, take part in the SDC internal annual monitoring and planning processes and produce relevant inputs
  • Ensure the full project cycle management of development projects in all operational and financial aspects, from planning and identification, to monitoring of implementation and evaluation, in cooperation with the partners
  • Prepare internal funding applications
  • Conduct project monitoring, steering and closing, including regular field visits and internal report writing
  • Manage portfolio-related and project-specific reporting and ensure the timely preparation and compilation of relevant documents
  • Analyse trends and opportunities related to sectors of relevance to the SDC portfolio and produce high quality inputs both in content and language for decision making processes

Partner and Policy Dialogue

  • Represent the SDC in dialogues and negotiations with implementing partners, government institutions and other stakeholders, takes part in thematic discussions and policy dialogue in assigned thematic fields
  • Develop and maintain a network with national authorities, national and international partners, relevant experts, decision-makers and other involved stakeholders
  • Networking with civil society organisations, international and local non-governmental organisations and linking to SDC’s global networks on governance and private sector engagement.

Knowledge management and communication

  • Ensure the communication of relevant information and messages on specific projects to a broader audience and contribute to SDC internal and Swiss based communication channels
  • Represent SDC Cambodia in relevant SDC thematic networks, discussions and meetings
  • Assure updated knowledge and institutional learning in the assigned thematic field, including for the transversal theme governance

Required professional experience, competencies and qualification:
  • Degree in social / political science, public administration and/or related development fields
  • Minimum 7 years working experience in project and programme management with bilateral or multilateral development cooperation or with International NGOs
  • Solid knowledge of and experience in Cambodia’s governance reforms (D&D, PFMR and PAR, with priority on the first), public service delivery, as well as in protection and promotion of civic space.
  • Knowledge and experience in Cambodia’s efforts to build an enabling environment for socially and environmentally responsible small and growing businesses
  • Extensive experience in project planning, monitoring and evaluation (project cycle management)
  • Strong facilitation and communication skills for working effectively with networks and partners at national and sub-national level
  • Excellent computer skills (MS Office and regular applications)
  • Ability to work in multi-cultural setting and to communicate with relevant stakeholders, both at national and sub-national levels
  • Strong team player, open to learning new procedures, and flexible regarding changing environment
  • Excellent written and spoken English and Khmer
