Position Title: Finance Officer
Report to : Director of Finance and Administration

2. Position Summary:
Under the direct supervision of Director of Finance and Administration (DFA), the Finance Officer is responsible for controlling the cash on hand, cash in bank, expenditures made by staff ensuring that expenditure incurred in according with approved budget, in line with FF policies & procedures and cost efficiency and effectiveness. S/he will work hand-in hands in finance and admin team to ensure all expenditure are verified and approved by the Director of Finance & Administration and the President respectively. Record all expenditure into financial system_ QuickBooks timely and accuracy. S/he will be the focal point to prepare Finance vouchers make sure all appropriate supporting documents are attached and file properly and in a safe place.

• Experience: Minimum 3 to 4 years of related working experience in the role of finance and accounting preferably in non-for-profit sector
• Education: Bachelor’s degree in accounting, finance, business management or related field

The holder of the position will be based at Future Forum’s Phnom Penh office at the Legacy
Building. An initial 12 months contract according to the international public sector standards (probation period of three months), with the possibility of further extension, will be concluded with the Director of Finance and Admin of Future Forum.

3. Duties and Responsibilities:
The overall job description below outlines the main areas of responsibilities of the Employee:
- Manage Cash on Hand for daily operation and ensure the replenishment takes place to keep cash balance sufficient.
- Reviewing supporting documents submitted from other staff ensures all supporting documents are attached and in line with budget approved, FF’s policies, and cost efficiency and effectiveness.
- Maintain accounting records in QuickBooks timely and regularly
- Prepare bi-monthly budget for daily operation and program implementation
- Prepare monthly tax declaration for the National Tax department and make sure all documents are in place and kept.
- Prepare payment for staff advance/ direct payment and fund transfer
- Monitor staff cash advance and make sure cash advance settlements are cleared on time.
- Prepare finance vouchers for processing expenditures and revenues
- Prepare bank slip for transfer and cash withdrawal from the bank
- Assist Director of Finance & Administration in external auditing process
- Perform other tasks as assigned by the line manager
4. Minimum Qualifications and Requirements:
• Experience: Minimum 3 to 4 years of related working experience in the role of finance and accounting preferably in non-for-profit sector
• Education: Bachelor’s degree in accounting, finance, business management or related field
• Skills/Competencies:
- Good Finance and accounting skill
- Good computer skills including QuickBooks or accounting software, MS office (word, excel, email) and can apply to work online to accomplish the task on-time
- Work to deadlines.
- Knowledge in Cambodian taxation
- Good knowledge of written and spoken English.
