Position: Alternative Care Project Facilitator (M’lup Russey)__Deadline:29Aug


The Alternative Care Project Facilitator will work full-time overseeing social work as Case Management and Alternative Care support to OVC placed in Kinship care and Emergency Foster Care Families in Battambang, Pursat, and Siem Reap Provinces. He/she will be in charge and the organizing his/her daily schedule, carrying out the tasks listed in his/her job description, responsible for the organization due to his/her annual work plan, and collaborating closely with the other members of the project team. He/she will also work under the BTB Project Managers Supervisee and will be responsible for overseeing the work of whole sector among project base on Alternative Care work for prevention family separation / strengthen OVC families. Essential duties and responsibilities:

  • Emergency Foster Care, Case Management, Kinship Care and Alternative Care Support
  • Work closely with Phnom Penh Project Team to Establish Emergency Foster Care in MRO target area.
  • Case Management System Facilitator and Responsible
  • Assist another sector related SCOPE of work.
  • Assist in developing the Alternative Care Support project’s strategic direction with clear Case Management system in liaison with the project Manager.
  • In liaison with Project Manager, identify partners and establish partnerships with potential NGOs willing to participate in the Alternative Care project and Case Management system.
  • Responsible for managing Alternative Care Support Project and facilitating Case Management system and ongoing support/follow up for reintegrated children.
  • Develop and document procedures and guideline on Alternative Care and Case Management Process to be followed by M’lup Russey.
  • Ensure that OVCs have been supported, protected, and improve in the Foster Care and kinship Care Support.
  • Establish reporting mechanisms to enable monitoring of beneficiary performance.
  • Ensure that Case Management and Alternative Care Service Support are delivered to OVC in accordance with policies and set the criteria in working close cooperation with relevant DoSVY, WCCC, and Authorities.
  • Ensure the maintenance of detailed beneficiary records.
  • Link with other members of the project team to share information on beneficiaries.
  • Arrange for purchase of materials/equipment required by the project. Ensure availability of materials and equipment required for client support.
  • Conduct monitoring and following up on the progress of the Alternative Care and Case Management Project. Review the performance of the service against its stated aims, feedback from program participants and observed best practice.
  • Report /update the issues having impact on delivery of Alternative Care and Case Management project to the Project Manager.
  • Ensure that the Case Management process/Social Work practice reflect values, policies, practices and procedures in accordance with M’lup Russey standards.
  • Atten regular team meeting and play an active role in team life
  • Assist in the preparation of letters to Government Ministries
  • Another task will be needed and require by BTB Project Manager.
  • Identify OVC basic needs / issue within MRO service after assessment of Case which refer from Sub-national / Authorities.
  • Offer, Coordinate, and facilitate appropriate training in such subjects as Life Skills and Soft Work Skills
  • Dealing with challenges and find out solutions working with relevant Authorities and NGOs networking.
  • Ensure that OVC have a healthy emotional by supporting them a Counselling and providing life skill trough the lesson curriculum set up according to their needs.
  • Helping to strengthen the OVC kinship Care families by providing income generation to promote family livelihood.
  • Working to promote positive parenting skill to improving Caregivers knowledge and skill in taking care of OVC and Families base Care.
  • Monitoring and keep follow up the OVC /OVC family current situation and help them to play a vital role to support the OVC.
  • Participate in meetings with the committee to lead the development of the organization of Mlup Russey.

Qualifications and requirements:

  • Bachelor’s degree in law/social worker or equal field related
  • Planning and implementation of aspects with the BTB Area Project Manager
  • Compile professional and HIGHT quality reports as required by the Project Manager.
  • Report tracking is transparency with both Khmer and English
  • Budget is accountability with the work SCOP and Strategy
  • Ensure that activities are completed through the plans.
  • Ensure that the activities have been followed up and recorded.
  • Ensure that the progress of works is aligned with the progress markers and budget.
  • Be aware to the urgent task and need to support work as required from supervisor and line up manager.
  • Ensure that all report have evident base, data note and record clearly.
  • Budgets monitoring to align with activities plan.
  • Involved in a team meeting by monthly and other time required.
  • Be a good team player and able to support other project team to ensure that activities are done effectively and effectively.
  • Maintaining a good relation and cooperation with another Project team
  • Check all update for any relevant administration document and adjustable.
  • Keep a healthy relationship with relevant stakeholders and partners.
  • Build a good cooperation and relationship with Local Authorities, local teachers, stakeholder, duty bearer and NGOs partner in order to provide the best support to boundary partner and community.
  • Join any relevant meetings with stakeholder for best practice to project.
  • Being able to representative to outsider on behave of MRO
  • Respect diversity and keep on the value of MRO.
  • Monitoring on data of Boundary Partners by frequency.
  • Keep a clear inform tracking as necessary need and master every area’s data of Case Management / Documentary as Case file.
  • Responsible Khmer Report for DoSVY at the area set above Support Supervisor to complete a Government Report for by Semi and annually.
  • Willing to travel around for work in BTB, SRP, Pursat and other areas.
  • Another task will be needed to assist by supervisor.
  • Experience working and understanding of alternative care issues.
  • Current driver’s license
  • Ability and willingness to follow and apply M’lup Russey’s Christian values.

Position type:

This position is for a Cambodian National, contracted on an annual basis subject to probation and annual appraisals.  Salaries will follow the M’lup Russey salary structure, and terms of employment are stated clearly in the M’lup Russey Local Staff Employment Manual. M’lup Russey Organization has the right to change notice in JD update if any requirement from Management Team Member.
