The purpose of this position is to implement the Water, Sanitation, and Hygiene Technical Project in providing technical support on water supply, sanitation and hygiene in communities, school and Health Care facilities. The WASH Technical Specialist will serve as the custodian of technical quality and integrity of all water treatment station, sanitation and hygiene promotion/hand washing interventions supported to the project. The WASH Technical specialist will be responsible for ensuring technical appropriateness of interventions and technical project model adopted by project including the construction of WASH infrastructure and water system at the target communes and villages of the project.
Major Responsibilities:
- Design and develop WASH monitoring and evaluation tools and guidance to contribute to building model evidence base.
- Develop quality assurance framework and tools; support project team in implementation of quality assurance for WASH. Lead review of learning from quality assurance, making recommendations for project adjustments.
- Conduct the capacity building and coaching of WASH to Project staff on the WASH technical model in consultation with NO WASH team.
- Support project to improve understanding of how coordination between Operators, Water Management Committee (WMC) and CBOs can assist in overall management of water station for long term.
- Facilitate the reflection meetings with WMC/AC/Field operator in order to update information, share experiences, solve the problems, and build more skills
- Work with project staff on Monitoring tool and monitoring system to gather information on Semi/Annual report.
- Develop checklists and management tools for assessing the technical quality of water treatment interventions during field visits and reviews.
- Coordinate and/or facilitate practitioner networks or sector working groups, documenting and learning from key lessons and supporting project manager in dissemination of the lessons learnt
- Support Project to establish CBOs/WMC/ Operators and provide the capacity building on management, operation of water treatment system that promote sustainable business interests among the CBOs/WMC.
- Coordinate in development of various IEC (Information Education and Communication) materials to support Behaviour Change Communication related to promotion of safe water use through WASH Projects.
- Conduct periodic training sessions to Water Management Committee (WMC) and Field operator on updated new technical option of water treatment information
- Monitor the water system construction projects
- Supervise and monitor on community infrastructure activities in community, schools and HC, mainly related to the village projects and its post management (schedule, output management).
- Work closely with PDRD to provide capacity building to Water Management Committee, VDC members and field staff.
- Work with PDRD and Water Management Committee to ensure regular water quality testing
- Support CLTS approach in the targeted villages
Knowledge and Qualifications:
- At least 3 experiences in Safe Drinking Water, Rural Development, Natural Resources, Social or any relevant roles
- Experienced in organizing and facilitating meeting and workshop with local authority and community people.
- Bachelors in Safe Drinking Water, Rural Development, Environment, Natural Resource, Agriculture, or relevant field is preferred
- Good knowledge of deliver training to the local farmers or stakeholders
- Knowledge in project and program design, implementation, monitoring, evaluation, and report writing
- Knowledge of capacity building and facilitation skills
- Good analytical skills and details orientation
- Exhibits gentleness, humbleness, and patience
- Competent in verbal and written English communication
- Computer literate; Microsoft Word, Excel, Power Point, Internet and Email
- Strong communication, interpersonal, reporting, documentation, problem solving and working with people skills.
- Ability to travel to all targets of project and villages
