Position: Technical Programme Officer for Education-KABAL
Location: Kampong Thom Operations Office
Schedule: Full-time
Salary: 1113-1392 USD
POSITION DESCRIPTION:
The Technical Programme Officer is responsible for support in the adaptation and implementation of the Technical Programme activities at the regional level. H/She will be working with the RM to strengthen the programming quality. This person will be representing WVI-C to technical networks at the regional/provincial level and engaging in advocacy relevant to TP objectives,
using credible M&E and evidence from TP implementation, and providing
capacity building of AP technical staff for programming.
II. MAJOR RESPONSIBILITIES
Program Assessment
- Support the Program Assessment Team led by the Operations Manager to jointly decide on data to be collected.
- Review assessment reports and develop recommendations for projects.
- Recommend assessment tools to be used for data collection.
- Provide relevant secondary data from cutting-edge research and studies and participate in the analysis of data collected.
Project Assessment and Design
- Support in the design process with AP including developing design methods and tools and ensuring the quality of data analysis.
- Ensure that project designs are aligned with secondary strategic plans, are of adequate technical quality and all interventions are supportive of empowering transformational development that is sustainable.
- Coordinate with LEAP to analyze projects’ scope of work and provide input on the appropriate management structure.
- Participate in joint sign-off on project design documents.
Implementation and Monitoring
- Develop common sector indicators and tools for baseline indicator information in support of LEAP.
- Provide on-site technical and training support to Project Coordinators, including the adoption of common standards and tools and input on innovative practices.
- Facilitate synergy of plans between the APs and the sector program and among sectors.
- Support Sector Program Manager to coordinate and/or facilitate practitioner networks or sector working groups and document key lessons.
Evaluation
- Participate in the evaluation team for sector project evaluation, including providing technical input into the Evaluation TOR.
- Review the evaluation report with ADP and LEAP and participate in ADP reflection on the evaluation. Collaborating and advocating for broader impact.
Technical and Team Support at National Program Level
- Support Program Manager to monitor National Secondary Strategy using monitoring and evaluation information from the ADPs.
- Ensure close collaboration with the LEAP department for alignment of all LEAP processes.
- Support Program Manager in networking and sector advocacy at national, regional, and Partnership levels.
- Participate in Program Team in learning, training, and spiritual nurture.
III. REQUIREMENTS:
- Bachelor’s degree/Master’s degree in Education, pedagogical education.
- Experience in data collection and project design
- Experience in workforce planning
- Experience in advocacy and networking
- Knowledge of Project management
- Effective Communication and Facilitation skills Knowledge of skill transferred
