POSITION DESCRIPTION:

This requires an intentional and ongoing commitment to organizational learning, innovation, and capacity building.

Community Engagement is a national-level program implemented by World Vision International in multiple geographic locations within all Area Programs within the country. Community Engagement is comprised of evidence-based practices and models previously identified, defined, and prioritized through a strategic process and documented in a National Community Engagement Standard Document. Community Engagement is designed to ensure National Offices (NOs) achieve World Vision’s mission, and the NO strategy, which includes the highest impact for the well-being of children and sustainability in accordance with relevant Technical Approaches, NO strategic objectives, and integration of supporting approaches (SA).

The Technical Officer for Community Engagement and Sponsorship Plan will provide quality support in the adaptation and implementation of the Community Engagement at his/her assigned APs. H/She will be working with the sponsorship specialists Technical Program officers Area Program Managers to strengthen the programming effectiveness. This person will be representing National Community Engagement at the regional/provincial level and engaging in advocacy relevant to CE objectives, using credible M&E and evidence from CE implementation, and providing capacity building of AP CESP Project Coordinators and CDFs for better programming, especially contributing to Transformational Development.

MAJOR RESPONSIBILITIES

Adaptation of Community Engagement and Sponsorship Plan:

  • Guide a collaborative process of CE adaptation into AP CESP PC in close coordination with Area Programme (AP) Team /regional Leaders, Monitoring & Evaluation Manager/Specialists, operations, Advocacy, Grants/PNS team, and CE Manager.
  • With Area Programme and other NO staff, recommend effective consultations with communities, partners, and donors in the adaptation and refinement of CE and relevant project models in AP level based on evidence and learning from CE implementation-(particularly during Annual Area Program Planning).

Implementation of Community Engagement:

  • Guide APs in implementation of the CESP project, within the agreed design with adequate budget.
  • Identify and mitigate risks and issues to ensure implementation following CE log frame.
  • Guide CESP project team to establish appropriate feedback mechanism for   ongoing improvement in CE implementation.
  • Guide  APs to develop  annual CESP implementation plan
  • Participate in WV technical programme learning networks to share experience and lessons learnt.
  • In collaboration with relevant technical officers to assure the supporting approach and technical programs such as Child Protection (CP), Disaster Risk Reduction (DRR) and Advocacy are implemented.
  • Assure the local level advocacy components of the CESP are implemented at commune and district governments are influenced.
  • Guide APs in mapping of potential partners for advocacy and influence, including representation in sector based networks/coalitions (in coordination with sector leads/CESP team).

Monitoring, Evaluation and Reporting:

  • Together with Sponsorship Technical Specialist, TPOs, AP managers, CESP PCs, and Program Information Management Officer (PIMO) coordinate the CE baseline and evaluation process within zone/s.
  • Together with the PIMO, CE Manager,  M&E officer coordinate the compilation, documentation, analysis and reflection on the CE monitoring and Evaluation data for standardized indicators and communicate learning to key stakeholders (including government and partners).
  • Guide CESP PCs in understanding the CE log frame and standardized indicators using the specified monitoring tools across all implementing APs.
  • Work with CE manager, to ensure that lessons learnt from WV and other stakeholders are adequately incorporated in strategy, CE National Standard document and CE Plan/log-frame.
  • Produce additional management guidance/tools as when required by relevant leaders.

Team Coordination, Facilitation and Capacity Building:

  • Provide technical input to AP leaders during setting of performance agreement of CESP PCs and/or CDFs.
  • Equip CESP PC and/or CDFs with skills and tools to deliver job requirements in collaboration with CE Manager (mentoring, guiding, training, coaching, etc.).
  • Coordinate a regular learning platform among AP CESP teams to promote ongoing documentation, sharing, reflection and application of learning on CE implementation.
  • Join as committee in recruitment CESP PC, CDF with P&C. Facilitate and consensus decision in the process of recruitment.

REQUIREMENTS:

As part of the World Vision International-Cambodia mandate requirements for new staff, all candidates who are offered jobs are required to produce Local Police Clearance Certificate prior to the date of joining the organization.

  • Bachelor's degree in Social Development, Information management, or relevant field of study.
  • At least 3+ years of facilitation of training, 2 years spent working in a field, and experience in an action learning project.
  • Experience in developing training resources and developing programming guidelines.
  • Demonstrated knowledge of development theory, transformational development, area-based development models, approaches, and issues.
  • Basic program/project M&E knowledge
  • Strong coaching ability
  • Ability to work with minimal supervision and guidelines
  • Ability to work closely and supportively within a team environment
  • Strong analytical skill and problem-solving abilities
  • Ability to apply principles to different contexts
  • Strong communication skills (including interpersonal, influencing others, and passing on technical knowledge)
  • Must be highly motivated and be proactive
  • Must be willing to try new things
  • Must be flexible to a demanding and changing working environment
  • The position is based in Region /Provincial Office with travel to provinces and/or districts about 50% of working time, including overnight stays in villages. Riding a motorbike may be required during fieldwork.
