Position: Senior Finance Officer for Operations (CRS)__Deadline:26Jul

Job Summary:
You will help coordinate and contribute to the implementation of the Country Program’s (CP’s) accounting systems, policies and procedures in compliance with CRS’ established accounting standards, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support high-quality programs serving the poor and vulnerable. You will efficiently perform accounting services through documenting financial transactions by compiling, analyzing, and verifying account information; preparing account entries; and delivering financial reporting services.

Roles and Key Responsibilities:
  • For Insight (Financial System), you will play critical roles as Payroll Administrator responsible for bi-weekly payroll, Timecard and the Field Labor Cost Allocation Tool (FLCAT) in Project Insight for all CRS staff in Cambodia to fulfills system requirements and to meet agency deadline.
  • Review and validate supporting documentation before processing of financial transactions to ensure all required documents are accurate and complete and authorizations are in place.
  • Ensure setup and maintenance of all data required for processing financial transactions for assigned accounts in Insight financial accounting package.
  • Record financial transactions following appropriate authorizations. Review and analyze various accounts to detect irregularities. Advise on corrective actions and prepare correcting entries and adjustments, as necessary.
  • Monitor disbursement/receipt schedules, alert relevant staff of due payments/liquidations, and maintain appropriate communication and follow-up to facilitate timeliness of financial resource management.
  • Evaluate and monitor subrecipient financial management processes in accordance with policy and strengthen capacity of partner in financial accounting and transactions.
  • Prepare various, periodic and ad hoc financial reports, as needed, and perform variance analyses to assist with decision-making and proper management of financial resources.
  • Provide information to subrecipients and staff on financial accounting policies and procedural compliance issues and contribute to capacity strengthening.
  • Perform assigned treasury (cash payment/receipt, cash forecast, etc.) duties, as long as segregation of duties is ensured.
  • Prepare adjustment entries of all bank services charge and monthly interest from bank.
  • Review the monthly petty cash expenses, petty cash replenishment, and conduct regularly petty cash count with petty custodian.
  • Prepare all payments to be uploaded into internet banking system for payments to staff, vendors, partners, beneficiaries and stakeholders and update bank book regularly on daily basis and alert to Finance Manager when the cash balance falls short.
  • Prepare two times of payroll (1-15th and 16-30th) for staff and seconded staff to ensure that they will receive their payrolls on 15th and 30th during the months.
  • Review staff timecards to ensure that they are accurate and then allocate the staff salaries.  
  • Run FLCAT and create benefits invoices two times of payroll (1-15th and 16th – 30th) of the following month and deal with technical team if there is any issue related to FLCAT and staff befits issues.
  • Prepare salary and withholding tax (rentals and services) for submission to Tax Department every month on/before 15th of the following month.
  • Facilitate and provide financial documents related to payrolls and benefits for both external and internal auditor requirement.
  • By working with Deputy FM, act as focal person between CRS and the bank to respond any issue/challenge related to internet banking system and provide technical supports to senior staff, if there is any news/update from the bank.
  • Back up Finance Officers in preparing finance vouchers and review the supporting documents for liquidation from project staff and partners for Global Fund grants.

Basic and Preferred Qualifications
  • B.A. degree in Accounting, Finance, Economics, Business Administration with courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).
  • Minimum of 4 years’ experience in a position with similar responsibilities, preferably with an international or local NGO, or a financial/banking institution.
  • Knowledge of the relevant public donors’ regulations preferred.
  • Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), Web Conferencing Applications. Knowledge of financial reporting software preferred.
  • Excellent analytical skills with ability to detect and report inconsistencies
  • Accuracy and completeness with great attention to detail
  • Ethical conduct in accordance with recognized professional and organizational codes of ethics
  • Proactive, resourceful, solutions oriented and results-oriented
  • Ability to work collaboratively
