Damnok Toek is seeking a qualified person to lead the Monitoring, Evaluations, and Learning (MEL) Department. The purpose of this position is to further develop a practical, quality and sustainable MEL system and to ensure its implementation, analysis of data collected and production of quality reports.
Roles and Responsibilities
M&E Strategy Leadership
- Further develop the MEL framework for Damnok Toek with support from the Head of Programmes. This includes a Global Logframe and Annual Planning tool;
- Lead (with support from the Head of Programmes) the revision of all data collection tools and databases for programmes with the team. Tools and databases should be optimised to ensure they are aligned with Damnok Toek and donor requirements, as well as the needs and workload of the field team;
- Lead the introduction and implementation of internal semesterly reviews to assess progress and guide programmatic strategies needed to steer programmes on track;
- Evaluate the benefits/ disadvantages of introducing a digital case management platform and implement the roll-out of this platform.
Data Collection
- Provide training to program staff in Poipet, Kep, and Neak Loeung on data collection, analysis, and timely reporting of indicators and other MEL activities;
- Support project/program staff to accurately document, organize and capture data;
- Perform regular field visits to ensure the quality and accuracy of data collected.
Reporting
- Responsible for accurate log frame reports;
- Perform data analyses for reports;
- Work with the finance and fundraising team to produce accurate reports;
- Write case studies;
- Lead progress report presentations for in-country meetings with donors, e.g. SaMiCa quarterly report meeting.
Qualifications
- Bachelor’s degree in a relevant field, specialisation in M&E is a plus;
- At least 2 years’ experience in designing MEL tools, databases and questionnaires, data analysis and reporting;
- Computer literate: skilled with using Microsoft Office, in particular Excel, and Outlook (email, calendar and shared drive);
- Ability to use statistical software (e.g. STATA, SPSS, R) is a plus, as is experience with digital case management platforms;
- Fluency in written and English and Khmer;
- Strong facilitation skills;
- Dynamic, honest and positive attitude, work as a team member, possess the ability to work under pressure, great interpersonal communication skills;
- Respect the child protection policy and no prior offences against children.
