- Support capacity strengthening initiatives in human resources for partners through helping to develop learning and training strategies and agendas/curriculums, conducting trainings and workshops, and coaching.
- Support institutional strengthening through guiding partners in development and application of human resource policies, manuals, and protocols.
- Collect and analyze program data, capture, and share lessons learned and best practices for specific projects to facilitate improvements in decision-making and contribute to the capacity strengthening learning agenda.
- Contribute to maintaining relationships with government partners, lead and participate in forums in the area of human resource capacity strengthening to collect and share best practices and promote CRS’ work.
- Support in coordination of project reflection meetings with CRS staff and partners.
- Support the development of strong communication and feedback channels with key stakeholders, with primary focus on human resources principles and practices.
- Support in implementation and coordination of project as requested by Project Manager.
Basic Qualifications
- Master’s degree required. Degree in HR Management, Business Administration or Organizational Development preferred. (Extensive work experience may substitute for degree requirement).
- Minimum of five years relevant work experience with progressive responsibilities, ideally with an NGO.
- Knowledge of technical principles and concepts in human resource development, planning and management. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
- Knowledge of capacity strengthening best practices.
- Experience with program monitoring and evaluation and analysis preferred.
- Experience and skills in networking and relations with government partners. Understanding of partnership principles.
- Additional education may substitute for some experience.
- Experience with and demonstrated ability to analyze and interpret employment laws, regulations, policies, principles, concepts, and practices. Thorough knowledge of the local labor law, and/or civil servant law is a plus.
- Experience in supporting and conducting staff performance appraisal.
- Strong experience in presenting, facilitating, and coaching on HR topics.
- Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, HRIS.
