II. Background:
As the leading and longest established membership organization in Cambodia, the Cooperation Committee for Cambodia (CCC) has played a unique role since 1990 in strengthening the cooperation, professionalism, accountability, governance, enabling environment, and development effectiveness of the Civil Society Organizations that are working across diverse sectors in Cambodia.
CCC recently introduces its 10-year Theory of Change called “Vision 2030” which aims at achieving four expected sets of outcomes:
CSOs empowered with enhanced capacity and legitimacy
- Enabling environment and democratic space enhanced for CSOs
- Resources made supportive to the CSOs at the national and sub-national level
- CCC Resource Hub become sustainable

III. Position Summary:
The Head of Communications and Member Development is responsible for contributing to achieve program objectives, organizational goals and mission. S/he will be sole responsible for two outcomes of the Theory of Change “SO3: Resource made supportive to CSOs at the national and sub-national levels” and “SO4: CCC become a sustainable CSO Resource Hub”. S/he will be also contributing to achieve other outcomes of CCC and also promoting visibility of CCC and its program. S/he will provide leadership and day-to-day coaching and mentoring to the staff members in the Communications and Member Development Unit to effectively and successfully deliver their roles and responsibilities. S/he will play role as acting Executive Director when Executive Director is on mission.
IV. Key Function and Major Responsibilities:
- Lead to prepare the operational plan and budget for the whole component;
- Work with Manager of Member and Network Strengthening Services to promote increase of CCC membership and ensure provision of high-quality professional services and publications;
- Direct scheduling of timely and appropriate Member Meetings, Annual General Meeting and other membership-related events and report writing
- Provide direction support to IT officer to ensure CCC’s server, website, network, and computer to run smoothly.
- Oversight the ICT and communication department to perform their daily roles and responsibilities.
- Coordinate SMT on proposals development for CCC and other business initiatives;
- Play role as deputy director/acting Executive Director
V. Impact of Results:
The Head of Communications and Member Development will be sole responsible for two outcomes of the Theory of Change “SO3: Resource made supportive to CSOs at the national and sub-national levels” and “SO4: CCC become a sustainable CSO Resource Hub”. S/he will also contribute to the following outcomes of CCC:
SO1: CSOs empowered with enhanced capacity and representation
SO2: Enabling environment and democratic space enhanced for CSOs
VI. Competency and Skills Requirements:
Strong analytical and management skills applied to managing multiple projects or complex integrated program, human and financial resources, ability to manage complex problems proactively/effectively, including responses to inter personal differences; ability to work under close deadlines; knowledge of current development theory, Governance policies and practices.
VII. Qualification Requirements:
Education:
Master Degree in the field of Communications, Development, Laws, and/or other relevant social sciences.
Experiences:
At least 7 years of relevant professional experience including relevant practical experiences with domestic/ foreign organizations.
Language Requirements:
Excellent communication skills, preferably in both English and Khmer; excellent English language speaking and writing skills.
