1.    BACKGROUND
Over the past two decades, Cambodia has realized exceptional rates of economic growth accompanied by persistent declines in the poverty headcount and rapid improvements in human development. GDP per capita has doubled from US$ 785 in 2010 to US$ 1,625 in 2022. In the same timeframe, Cambodia developed its Social Security system, first established by the Royal Government (RGC) in 2007 under the provision of the 2002 Law on Social Security. The National Social Security Fund manages an Employment Injury Scheme since 2007, followed by the establishment of the mandatory Social Health Insurance (SHI) in January 2016. These are followed by the Private Sector Pension scheme which was formally launched in October 2022.
Currently, the NSSF covers approximately 2 million workers, mainly from the garment manufacturing industry and civil servants. The remaining 7 million workers mostly from informal sectors are not protected by any social security schemes.

Experience has showed that the successful cases of extension of coverage for vulnerable workers (including self-employed and workers in micro and small enterprises) requires collaboration between agencies and innovation in multiple mechanisms. In Cambodia, this makes the case for increasing the capacity and the quality of services delivered by the social protection institutions This trust can only be built through consistent delivery of high quality services, streamlined and simplified processes, together with transparency and an understanding of the social protection system and services.

The NSSF Modernisation Project is a multi-year project launched by NSSF in 2019 with the support of the ILO to facilitate the increase in capacity and improving the quality of services. The vision of the project is provide excellent service quality to clients, and to become an employer of choice in the Royal Government civil service. This is to be achieved through five key themes of reducing administrative cost, improving organisation structure, developing human capital, service delivery partnerships and integrated ICT system. In achieving the vision of the Modernisation Project of NSSF, the capacity of a key social security organisation that provides and delivers social protection to all Cambodians will be
 
enhanced. This will facilitate the extension of social protection coverage which cannot be achieved without an investment into capacity building of social protection organisations.
The modernisation of the NSSF requires, among other, to develop capacities and tools in data monitoring and management. Currently, the NSSF relies on several information systems to manage its operations and monitor its performance. Registration and contribution collection of members for all branches is done through a specific information system comprising a mobile application, a web front office, and a web back office. Members individual information are imported to another health information system named HSPIS. HSPIS is used to collect and process health facilities claim and to check membership eligibility. For managing data relating to other short-term and long-term benefits several disconnected modules are in place, together with an existing plan for interoperability. Through the NHI assessment carried out by the ILO in 2022, the NSSF reported facing a number of operational challenges in extracting, crossing and consolidating data for the purpose of the schemes management, policy decision and reporting to other institutions (such as to the General Secretariat of the National Social Protection Council of Cambodia).

2.    OBJECTIVES
The objective of the consultancy is to assist the NSSF in the identification of risks and opportunities in the current strategy and provide recommendations that lead to actionable measures for the effective implementation of the NSSF ICT strategy.

3.    REQUIRED TASKS
The consultant is required to undertake the following tasks:
i.    Carry on a review of the objectives and mandate of the NSSF in regard of all social security branches covered, to identify and quantify its current and future business needs.
ii.    Carry on mapping of existing Information Systems and Information Technology infrastructure of the NSSF including the past and current NSSF recording and reporting systems and tools. The mapping will also cover most significant on-going development such as the linkages with CamDX (Cambodia data exchange platform).
iii.    Carry on a comprehensive assessment which will describe the respective objectives of these systems, their scope as well as stakeholders involved, strengths, limitations, their actual effectiveness, and highlight synergies and redundancies across systems, as well as opportunities for the NSSF, in term of data management, reporting and policy making.
iv.    Evaluate the coherence of the current NSSF ITC strategy with the need identified in step (iii) and identify risks and opportunities that the current strategy entails.
v.    Consolidate the findings in a final report, providing recommendations that lead to actionable measures for the effective implementation of the NSSF ICT strategy.

4.    METHODOLOGY
The work will include a first desk review, as well as a mission in the country. Remote mission:

  • Documentation review: NSSF ICT Strategy, NSSF Law and regulations, actual administration process, statistics on the NSSF, operational reports on NSSF operating resources, facilities and resources involved in the operation. Decision making process in regards of case processing. Finance and budget source and cycle. Existing documentation such as technical specifications of the current systems,
  • Remote meetings with the NSSF representatives. Ideally one NSSF representative should be identified as a main contributor. This person would help finding information and help with remote conference calls organization in Cambodia


- Preliminary Individual meetings with stakeholders trough teleconference.

Field mission

  • Working sessions to fill possible data gaps
  • Workshop meeting with stakeholders to review the findings and discuss possible solutions.
  • Meeting with IS and IT managers at NSSF and other relevant organisation such as Ministry of Finance, Ministry of Health, Ministry of telecommunication, Treasury Board (main institution involved in IT and Information System planning and delivery).
  • Meeting with infrastructure provider and some IT and IS service provider in Cambodia;


- Workshop for presentation of findings and discussion

Remote

  • Final version of the report


The methodology will encourage multi-stakeholders participation, including all relevant departments in the Ministry of Health, the Ministry of Labour and Vocational Training, the Ministry of Commerce and the General Department of Taxation, the Social Security department of the GS-NSPC, and social partners.

5.    EXPECTED DELIVERABLES
Product 1. Short Inception report, describing scope of  work, proposed methodology and timeline (corresponding to task i),
Product 2. Draft report containing (1) mapping and assessment of existing Information Systems and Information Technology infrastructure of the NSSF and (2) business vision and presentation of findings, and possible solutions (corresponding to task ii to iv)
Product 3. Final report (corresponding to task v).

6.    TIMELINE
The work is expected to start in August and to be completed in October 2023.

7.    PROFILE
The service provider is required to have the following qualifications:
University level academic qualifications in business administration, public administration, social science, international development or other relevant fields
 
At least 15 years of demonstrated experiences of relevant work on information technology management, including feasibility analyses, strategic planning and managing development and integration projects, development of large systems, business architecture
Experience working in information management for Government organizations, preferably with social security institutions
Experience and knowledge of working in developing countries; experience in Asia is an added advantage
Good report writing and communication skills
Ability to produce high quality deliverables in a timely manner, in English language
Ability to work in close consultation with the project team and the ILO country office

8.    ATTESTATION FOR HAVING ADEQUATE MEDICAL AND ACCIDENT INSURANCE
The External Collaborator must be aware that the ILO accepts no liability in the event of death, injury, or illness of the External Collaborator.
The External Collaborator must attest that he/she is adequately covered by insurance for these risks.
In no circumstances shall the External Collaborator be covered by any ILO insurance. It is the External Collaborator s own responsibility to take out, at their own expense, any personal insurance policies that are considered necessary, including a civil liability insurance policy.

9.    SUBMISSION OF TECHNICAL AND FINANCIAL PROPOSALS
Applicants must email their technical proposal including CVs of team members and previous similar works to PN2-SOCPRO@ilo.org. The financial proposal shall be submitted separately to  kanhchana@ilo.org. by 21 July 2023 with a subject Application: Review of the Management and Information System of the National Social Security Fund of Cambodia.”
Proposals must include Curriculum Vita, proposed daily fees and number of working days. The ILO will assess applicants ability, experience, and proposed fee for the selection of the international consultant.
