Project Title:    Overview of Housing for Low-Income Households in Cambodia (A Joint Engagement Between Habitat Cambodia and the General Department of Housing)

I.    Background
The Overview of Housing for Low-Income Households in Cambodia is a joint initiative of Habitat for Humanity and the General Department of Housing in the Ministry of Land Management, Urban Planning, and Construction to assess the general condition of housing for low-income families in Cambodia, identify aspects of the housing sector that needs deeper analysis, map out institutional funders that could support the next phases of the low-income housing sector analysis, and provide recommendations on improving housing-related policies and programs in Cambodia, including the modality of delivering these projects. The assessment will cover eight provinces in Cambodia, namely: Siem Reap, Battambang, Banteay Meanchey, Phnom Penh, Preah Sihanouk, Svay Rieng, Kandal, and Kampong Chhnang. This initiative should be conducted in congruence with the United Nation’s definition of adequate housing: habitability, affordability, availability of basic services, security of tenure, location, accessibility, cultural adequacy, and sustainability.

II.    Design of the Study
The primary products of this engagement are (1) a written report in both English and Khmer and (2) a visual deck of the summary of the report that contains the following expected results:

(1)    The overview of low-income housing in Cambodia describes the general condition of the low- income housing sector in the country: contextual conditions, the low-income housing market, and housing policies, programs, and implementation:
a.    Overview of contextual conditions and the low-income housing market including the following information: characterization of formal and informal housing options, security of tenure, and access to basic services; an estimation of housing supply and demand (both formal and informal, quantitative and qualitative) with the description of affordability levels; and the key challenges, vulnerabilities, and disruptive events that hinder low-income families living to access adequate housing. Vulnerabilities include a general presentation of gender-related and disability-related challenges related to access to adequate housing.
b.    Analysis of current programs and policies in place, including regulatory and legal framework to address the housing need in the country. The analysis should provide a general understanding of the inclusivity of policies.
c.    Stakeholder map with key actors – public, private, communities – in each locale with roles in implementation.
(2)    A set of recommendations on which specific areas of the housing sector for low-income families need  a  deeper  assessment,  recommendations  on  which  policies  and  programs  including modalities, should be prioritized to respond to emerging needs, and an inventory of funding options that the Royal Government of Cambodia could explore to support the improvement of housing for low-income families.

Note: Consultants need to prepare a slide for presenting the initial findings with the Habitat Cambodia team. All raw and analyzed data/records of respondents are required to submit with the 1st draft report.

Final report: The consultant will share a revised report and finalize the final report (with proof of English reading and edition). The consultant will submit the final report, both English and Khmer visions.

 

Note: The design layout for publication is required and aligned with Habitat’s communications and brand guidelines for the final report submitted to Habitat Cambodia. Infographic design, graphs, table and related annexes illustrating data analysis and finding need to be included.

Final PowerPoint presentation and a two-page brief of the research: The consultant will produce a PowerPoint presentation (from the final report) and a two-page brief of the research finding. The two- page brief should be designed as an infographic to demonstrate data and findings.

Note: All deliverables are to be submitted in English and comply with the communications and brand guidelines of Habitat Cambodia. The design layout and infographic for publication are required for the final report submitted to Habitat Cambodia.

 
 IV.    Reporting Requirements
Outline specific report requirements for required drafts and final study reports, including additional reporting materials, i.e., infographics, report briefs, and presentations. Examples of requirements include the number of pages, mandatory report sections, and languages.

V.    Payment schedule:
The fees will be paid upon receipt of the invoice from the Consultant/firm/institution, with the bank details.
  • 30% payment will be delivered upon the completion of output #1.
  • 30% payment will be delivered upon the completion of outputs #2 & #3.
  • 30% payment will be delivered upon the completion of outputs #4 & #5.
  • 10% payment will be delivered upon the completion of outputs #6 & #7.

VI.       Consultant Profile
The full Terms of Reference of this project can be viewed here. To carry out this overview, a group of three consultants composed of 1 team leader and 2 team members will be procured.

I.    Senior Consultant (Team Leader – 1 person)
Scope of Work: The Senior Consultant will lead a team of consultants composed of two other national consultants to deliver the expected outputs of this project. As the team lead, the l Consultant is responsible for delivering the expected output.
Detailed roles and responsibilities:

  • Develop  an  inception  plan  with  detailed  work  plan  and  final  tools  corresponding  to  the methodology and research framework.
  • Prepare the overall research plan for the assessment with a detailed methodology, research framework, and data analysis approach.
  • Conduct and facilitate an inception and orientation workshop with key research stakeholders.
  • Conduct literature research and consultations with all relevant stakeholders to understand the overall housing policy environment in Cambodia as well as the current programs implemented by the government.
  • Lead the conduct  of fieldwork  in the identified provinces in  Cambodia,  data analysis,  and processing.
  • Present the initial result and validate the research output to key stakeholders.
  • Prepare and finalize the project report in consultation with Habitat Cambodia and the General Department of Housing.
  • Finalize the slide deck, which contains the summary and highlights of the research.
  • Provide  overall  leadership  in  coordinating  with  Habitat  Cambodia  and  the  Cambodian government. Ensure that the work plan is carried out in a timely manner.

Expected Output:

  • Inception report with detailed work plan, research methodology, and framework, data analysis approach.
  • Final written report of the Overview of Low-Income Housing in Cambodia
  • Slide deck containing the highlights of the written report.


Reporting

  • The Lead Consultant shall work closely with the lead from Habitat Cambodia and the GDH representative to ensure that appropriate coordination of activities is done. The Lead Consultant will also work with two other consultants for the research. The Lead will ensure that adequate coordination of logistics is done to support the conduct of the activities.


Minimum Requirements:

  • A Masters’ degree related to policy research and analysis, development studies, social policy, and urban and housing policies.
  • With 10 years of experience in conducting research (both qualitative and quantitative) and analysis of the housing sector.
  • Significant experience working with multilateral organizations in similar types of assessments done in Cambodia or in other countries.
  • Preference: familiarity with the housing context in Southeast Asia and specifically Cambodia; PhD in policy analysis and policy research

II.    Junior Consultants (Team Members – 2 persons)
The  Junior  Consultants/Team  Members  are  expected  to  support  the  Lead  Consultant  in  the operationalization of the work plan.
Detailed roles and responsibilities:

  • Support the Lead Consultant in developing the inception report and detailed work plan.
  • Under the supervision of the Lead Consultant, develop the research tools.
  • Provide the necessary coordination support and ensure that logistical arrangements are in place for the conduct of the assessment particularly of the field activities.
  • Support the lead consultant in conducting the literature review and necessary desk analysis on the housing sector in Cambodia.
  • Under the supervision of the Lead Consultant, lead the conduct of fieldwork and interviews of various stakeholders identified.
  • Under the supervision of the Lead Consultant, lead the process of analyzing and processing data gathered from the research.
  • Coordinate the layout and infographic design of the final report with Habitat for Humanity and the General Department of Housing.
  • Provide the translation of the report to Khmer.

Expected Output:

  • Research tools are to be reviewed and finalized by the Lead Consultant
  • Coordination of activities with Habitat Cambodia and the General Department of Housing
  • Literature review to be reviewed and finalized by the Lead Consultant
  • A version of the final report in Khmer.


Reporting

  • The National Consultants will report directly to the Lead Consultant but have a coordinating role with Habitat Cambodia and the General Department of Housing.

Minimum Requirements:

  • Bachelor’s degree on social sciences, research, economics, and political science.
  • With 10 years of experience in research and sectoral assessments
  • Experience in government relations
  • Fluent in speaking and writing in Khmer
  • Preference: Masters in public and/social policy

VII.    Administration
Duration of the study:

Tax arrangements: The consultant will propose only the net amount in the financial proposal.

-    CVs of all team members: each member should outline only relevant experience with a maximum one-page analysis highlighting your understanding of the work and proposed methodology that you will apply to deliver the intended objectives.
-    The technical proposal includes:
o    Organizational profile of consultancy agency if any
o    Proposed methodologies following the ToR and initiatives added to deliver high-quality assignments.
o    Detail financial proposal (financial bid)
o    Tentative work plan and timeframe
-    02 sample final research/assessment reports similar to the assignment

Management and Coordination:
The consultant will report to and be under the management of the country PDMEAL Manager of Habitat for Humanity Cambodia, who will coordinate with the internal team from recruitment to final product submission/notification. Satisfactory with each step is needed to review and approved by Habitat for Humanity Cambodia. Communication and dissemination of key findings to a broader audience must first be approved by Habitat Cambodia.

Outline requirements for ethical standards and intellectual property in line with Habitat’s global and country procedures and policies. Describe provisions for Data Protection. Below is a sample of ethical standards and intellectual property statement:
Throughout the design and conduct of the assessment, the consultant/s are expected to adhere to the Habitat Code of Conduct, including the Safeguarding Policy, ensuring that all measures are taken to protect the rights, safety, and welfare of the individuals and communities involved. The consultant/s should guarantee that the analysis is technically accurate and reliable and conducted transparent and impartial. Habitat will own all products resulting from this analysis. Without prior authorization in writing, the consultant/s will not be allowed to present any of the results or use any product resulting from the analysis as his or her own or for private publication purposes. The termination of the contract should the consultant's output is found to be plagiarized, meaning no proper citation and referencing. Acceptable output to be of original version should be less than 20% similarity threshold against existing work, whether published or unpublished, printed or online.
